BPA Toxicity Testing, Environmental Sampling considered by EPA.

July 28, 2011 Following BPA Action Plan announced in March 2010, US EPA is requesting public comment on possible toxicity testing and environmental sampling in order to study BPA's potential environmental impacts. This action is part of effort to strengthen EPA chemical management program and ensure safety of chemicals encountered daily by Americans. When research concludes, EPA will determine if additional actions may be needed to address human health concerns from non-food use exposures.
NREL and Verizon to explore energy-saving technologies.

July 28, 2011 NREL and Verizon signed memorandum of understanding that could lead to development of new ways to reduce energy use in the information and communications technology industry. Under MOU, NREL and Verizon will share expertise and resources in areas such as energy efficiency and energy management at Verizon's buildings, facilities, and data centers, as well as advancement of Smart Grid technologies and best practices, including energy and communication technologies in homes and buildings.

July 28, 2011 ASTM WK33642, Test Method for Measurement of Viscosity of Paints, Inks or Related Liquid Materials as a Function of Temperature, is being developed by Subcommittee D01.24 on Physical Properties of Liquid Paints and Paint Materials. Proposed standard will give instruction on how to prepare viscosity-temperature table or curve, and will be useful when ambient conditions do not allow measurement at exact temperature stated in specification or regulation.
BIO Applauds USDA Announcement of biomass projects areas.

July 28, 2011 BIO applauded Secretary of Agriculture Tom Vilsack's announcement of 4 new Biomass Crop Assistance Program (BCAP) project areas in 6 states that are expected to generate as many as 3,400 jobs in rural areas. According to Brent Erickson, executive VP of BIO's Industrial and Environmental Section, rules for Farm Bill Energy Title programs, such as BCAP, "have only recently been finalized, and we greatly appreciate Secretary Vilsack's efforts to speedily implement them."

The 200-page document not only brings cleaning requirements up to date, it also combines multiple documents into single, comprehensive guideline. IPC-CH-65 explains interactions between materials and processes and outlines sources and types of contamination found on circuit card assemblies.

Rule increases autonomy of regional stakeholder organizations to determine future of interstate transmission facilities and helps states meet renewable energy requirements. It also removes various barriers to new transmission infrastructure.

July 27, 2011 ASHRAE is working to define one clear, logical metric to move building industry towards producing net zero energy buildings by 2030. Forum seeking input on energy target initiative was held at ASHRAE's 2011 Annual Conference in Montreal. Also, ASHRAE developed public policy brief asking Congress to foster collaboration among U.S. Department of Energy, NIST, U.S. EPA, and ASHRAE to establish single objective definition of energy use intensity (EUI) for design of commercial buildings.
Revenue-Neutral Transportation Proposal moves beyond gas tax.

CODATA task group is preparing full report on 2010 adjustments which will include recommendations for future measurements. Plan to adopt fully constant-based System of Units (SI) is being voted upon this October by General Conference on Weights and Measures.

July 27, 2011 Developed by Subcommittee E50.02 on Real Estate Assessment and Management, ASTM WK32621 will enable users to determine whether or not a real estate site has a methane hazard that needs to be mitigated. According to John Sepich, president of Brownfield Subslab and chairman of task group developing ASTM WK32621, proposed standard should allow cost savings where no mitigation is necessary and should address extraordinary mitigation measures where the hazard is severe.

NIST Test measures key properties of polymer thin films.

July 26, 2011 Researchers at NIST have demonstrated a measurement technique that determines 3 fundamental mechanical properties of near-nanoscale films. The technique, which highlights the challenge of making mechanical measurements on an object with at least one dimension comparable to the size of a virus, should enable better design and engineering for a variety of thin-film technologies, particularly reverse-osmosis membranes for water purification.
Long Nanotube Arrays may help measure terahertz laser power.

July 26, 2011 NIST researchers have found dense arrays of extra-long carbon nanotubes absorb nearly all light of long wavelengths, making them promising coatings for prototype detectors for measuring terahertz laser power. Called VANTA (vertically aligned carbon nanotube array), coating exhibits several desirable properties: it's easy to handle, is dark and reflects almost no light, and absorbs and releases heat quickly compared to other black coatings.
