June 30, 2011 AMT President Douglas K. Woods greeted news of Advanced Manufacturing Partnership launch with optimism. "AMT is encouraged," he said, "by the Administration's continued focus on the manufacturing sector." Partnership is national effort to bring industry, universities, and federal government together to invest in emerging technologies that create manufacturing jobs and boost competitiveness. Woods concluded, "AMT is eager to work with the stakeholders on this important collaborative effort."

June 30, 2011 At its 2011 Annual Meeting, ASHRAE chose Ronald Jarnagin, staff scientist, Pacific Northwest National Laboratory as President. Other officers installed for 1 year term include Thomas Watson of McQuay International as President-Elect, Willliam Bahnfleth of Pennsylvania State University as Treasurer, and 4 Vice Presidents: Constantinos A. Balaras, Ross D. Montgomery, T. David Underwood, and Timothy G. Wentz. In addition, 8 directors were chosen for 3-year term from 2011-2014.
IPC urges phase-in of conflict minerals regulations.

June 30, 2011 IPC submitted comments to the U.S. Securities and Exchange Commission regarding the legal basis for a phase-in of conflict minerals regulatory requirements. The 4-page brief, "The Commission's Statutory Authority to Phase-In its Conflict Minerals Disclosure Rules," highlights IPC's proposal for 3-year phase-in of rules. IPC's recommendations are based on anticipated dates at which on-the-ground tracking systems will be in place and supplying verifiable conflict-free minerals.
Manufacturers Comment on FTAs to emphasize jobs and growth.

June 30, 2011 In his statement which followed Senate Finance Committee Chairman Baucus' (D-MT) announcement on markup of pending Free Trade Agreements (FTAs), NAM President and CEO Jay Timmons said "Manufacturers are pleased...because these agreements will bring job growth and economic expansion." Timmons also commented that "Moving the FTAs forward in an expedited fashion is critical" and urged White House and Congress "to move ahead with the Colombia, Panama, and South Korea agreements."

Researchers also describe evaluative framework - SCORE (System, Component, and Operationally Relevant Evaluations) - devised for judging performance of system and its components as well as utility of technology for intended user.
Internet Policy Task Force seeks comments on cybersecurity report.

June 29, 2011 Department of Commerce's Internet Policy Task Force requests comments on "Cybersecurity, Innovations and the Internet Economy," which proposes voluntary codes of conduct to strengthen cybersecurity of companies that increasingly rely on Internet to do business but are not part of critical infrastructure sector. Report poses several specific recommendations for reducing I3S vulnerabilities, and comments must be received by August 1, 2011.
Nanowire-Based Sensors offer improved VOC detection.

June 29, 2011 Researchers from NIST, George Mason University, and University of Maryland made nano-sized sensors that can detect VOCs. They offer low-power, room-temperature operation and can detect one or several compounds over wide concentration range. Paper titled "Highly selective GaN-nanowire/TiO2-nanocluster hybrid sensors for detection of benzene and related environment pollutants" provides proof of concept for gas sensor made of single nanowire and metal oxide nanoclusters.

It establishes common process to follow in analyzing potential air quality impacts and outlines steps necessary to ensure federal laws protecting air quality, human health, and environment are balanced with national energy needs.
EPA and Coast Guard to enforce air pollution requirements.

June 29, 2011 U.S. EPA and the U.S. Coast Guard announced agreement to jointly enforce U.S. and international air pollution requirements for vessels operating in U.S. waters. Requirements establish limits on NOx emissions and require use of fuel with lower sulfur content, protecting people's health and environment by reducing ozone-producing pollution, which can cause smog and aggravate asthma. Most stringent requirements apply to ships operating within 200 nautical miles of the coast of North America.

June 28, 2011 Authored by researchers from NIST and National Cancer Institute's Nanotechnology Characterization Laboratory (NCL), "Newkome-type dendron-stabilized gold nanoparticles: synthesis, reactivity, and stability" proposes testbed with which to explore how gold nanoparticle behave in biological systems. Paper also propoposes paradigm for how to characterize nanoparticle formulations and provides beginnings of catalog of analysis techniques for getting detailed understanding of nanoparticles.

June 28, 2011 ASHRAE Standard 188P, Prevention of Legionellosis Associated with Building Water Systems, specifies requirements to prevent legionellosis associated with building water systems. Open for public review until July 25, this proposed standard practice helps facility managers and owners understand how to apply available information on Legionella effectively in order to prevent cases of legionellosis associated with building water systems.

June 28, 2011 As part of filing with U.S. Court of Appeals for DC Circuit, U.S. EPA set schedule for issuing updated air toxics standards for boilers and specific solid waste incinerators. Agency will propose standards to be reconsidered by end of October 2011 to ensure they are based on best available data and public has ample opportunity to provide additional input and information. Final standards will be issued by end of April 2012.

As federal union comprised of 11 agencies, UWFP will focus initial efforts on 7 pilot locations. Each already has restoration effort underway, spearheaded by local governments and community organizations. Effort supports America's Great Outdoors Initiative.

In wake of chemical weapon attack, ASTM E2787 could be used to detect chemical weapon agent breakdown product to identify agent and ensure proper cleanup of involved area.
