November 10, 2011 More than 400 builders, including 6 of country's largest (Ashton Woods Homes, Beazer Homes, KB Home, Meritage Homes, M/I Homes, and NVR, Inc), have agreed to develop Energy Star-qualified homes in 2012. All have made corporate commitments to meeting new requirements that mandate Energy Star homes be at least 15% more efficient than homes built to 2009 IECC and feature additional measures that deliver total energy efficiency improvement of up to 30% compared to typical new homes.
NASA signs agreement to reuse Kennedy Space Center facilities.

November 10, 2011 In agreement that will create jobs, NASA announced partnership with Space Florida to exclusively occupy, use, and modify Kennedy Space Center's Orbiter Processing Facility-3, the Space Shuttle Main Engine Processing Facility and Processing Control Center. Space Florida is leasing Orbiter Processing Facility-3 to the Boeing Company to manufacture and test the company's Crew Space Transportation spacecraft, creating up to 550 jobs along the Space Coast.

November 10, 2011 ASTM D7703, Practice for Electrical Leak Location on Exposed Geomembranes Using the Water Lance System, standardizes geoelectric method used to detect potential leaks in exposed electrically isolating membranes in field in containment applications. Using this practice to geoelectrically test geomembranes prior to placing containment system in operation will minimize leakage. Expected users include regulatory agencies, containment system designers/owners, and geoelectric surveyors.

November 10, 2011 ASTM C1719, Test Method for Installed Precast Concrete Tanks and Accessories by the Negative Air Pressure Test Prior to Backfill, was developed by Subcommittee C27.30 on Water and Wastewater Containers, part of ASTM International Committee C27 on Precast Concrete Products. According to Michael R. Miller, quality manager, Press-Seal Gasket Corp., and C27 member, ASTM C1719 will be used primarily by regulators, specifiers, progressive installers, and purchasers.
Apps for the Environment Challenge Winners announced by EPA.

November 10, 2011 U.S. EPA announced winners of Apps for the Environment challenge, which encouraged new and innovative uses of EPA data to create apps that address environmental and public health issues. According to Malcolm Jackson, EPA Chief Information Officer, the winners "demonstrate that it's possible to transform data from EPA and elsewhere into applications that people can use." Winning apps were Light Bulb Finder, Hootroot, EarthFriend, Environmental Justice Participatory Mapping, and CG Search.

November 10, 2011 Automation Technologies Council and MHIA announced that the Automate Show and Conference will collocate with ProMat, January 21-24, 2013. Automate 2013 is the premier event for robots, vision, motion control, and related automation solutions in North America, while ProMat is the premier material handling and logistics show held in North America. During collocated event, over 825 exhibitors are expected to showcase their solutions to some 30,000 professionals from over 100 countries.

November 9, 2011 Papers are invited for 17th International Symposium on Zirconium in the Nuclear Industry, which will be held February 3-7, 2013 in Hyderabad, India. Symposium will provide forum for exchanging new information on fabrication, testing, development, and characterization of traditional as well as new zirconium-based materials in nuclear industry. Of particular interest are studies that focus on identifying and understanding mechanism of zirconium-based materials behavior.

November 9, 2011 EPA is reinstating Toxic Release Inventory (TRI) reporting requirements for hydrogen sulfide. Part of EPA Administrator Lisa P. Jackson's ongoing efforts to provide Americans with helpful information on chemicals they may encounter daily, TRI consists of publicly available database that contains information on toxic chemical releases and waste management activities reported annually by certain industries and federal facilities. This action will be effective for 2012 TRI reporting year.

Update reflects new survey data provided by American Society for Healthcare Engineering.

According to NIST research chemist and C24 member Christopher White Ph.D., this standard quantifies properties of interest that can be used to follow changes in sealant and may result in early detection and correction of problems."

November 8, 2011 NIST has issued, for public review and comment, 2 draft guides to securing wireless Bluetooth communication networks and WLANs. NIST SP 800-121 Rev 1 describes security capabilities of technologies based on Bluetooth and gives recommendations to organizations on securing their devices effectively. Guidelines for Securing WLANs (SP 800-153) provides organizations with recommendations for improving security configuration and monitoring of WLANs and connected devices.

November 8, 2011 Released for public comment, NIST Framework and Roadmap for Smart Grid Interoperability Standards Release 2.0 includes new cybersecurity guidance and product testing proposals. Release 2.0 also adds 22 standards, specifications, and guidelines to the 75 NIST recommended as immediately applicable to Smart Grid in first roadmap. Also new to 2.0 version is a chapter on roles of Smart Grid Interoperability Panel and framework for testing conformity of devices to be connected to Smart Grid.
Manufacturers say delay on Keystone XL will hurt job growth.

According to Yost, report that Administration may not move forward until early next year is disappointing. Project will immediately create 20,000 construction and manufacturing jobs in U.S., and, according to Perryman Report, it will create additional 118,000 indirect jobs and inject $20 billion into economy.
