Web-Based Tool aims to improve building energy performance.

March 11, 2014 NREL has developed a web-based tool to help users better understand energy performance of building-related products. The Technology Performance Exchange™ portal helps manufacturers and other organizations that measure and test products share performance data with product consumers. TPEx helps to reduce analysis uncertainty through use of data entry forms, which are standardized documents that identify minimum product-specific parameters needed to evaluate energy performance.
EPA sets cleaner fuel and car standards.

March 10, 2014 EPA finalized emission standards for cars and gasoline that will reduce harmful pollution and prevent thousands of premature deaths and illnesses, while also improving efficiency. Action will reduce standards for smog-forming VOCs and nitrogen oxides by 80%, establish 70% tighter particulate matter standard, and virtually eliminate fuel vapor emissions. Standards will also reduce vehicle emissions of toxic air pollutants, such as benzene by up to 30%, and reduce gasoline sulfur levels by more than 60%.

FAA proposes $55,125 civil penalty against helicopter company.

March 10, 2014 FAA is proposing $55,125 civil penalty against Whirlybird Helicopters LLC of Ogden, UT, for allegedly violating DOT's drug and alcohol testing regulations. FAA alleges Whirlybird failed to conduct pre-employment drug tests on 8 employees prior to their being hired to perform safety-sensitive functions on company’s helicopters, which it uses in commercial air tour operations. Agency also alleges 3 of these employees were not in Whirlybird’s random testing pool as required by DOT regulations.

IREC Seeks Comments on clean energy certificate program standard.

March 7, 2014 To rectify marketplace confusion and workforce skills inconsistency, IREC is developing IREC Standard 14732:201X General Requirements for the Accreditation of Clean Energy Certificate Programs. IREC identified need to differentiate between certification and certificate programs as well as describe best practices and requirements that form foundation for accrediting clean energy certificate programs. Parties are encouraged to comment on this standard until April 14, 2014.
NEMA publishes standards for panelboards and switchboards.

March 7, 2014 ANSI/NEMA PB 1.1-2013 provides general instructions for proper handling, installation, operation, and maintenance of panelboards, which are used in the distribution of electricity at 600 V or less with 1,600 A mains or less and 1,200 A branch circuits or less. Another standard, ANSI/NEMA PB 2.1-2013, provides general instructions for proper handling, installation, operation, and maintenance of deadfront distribution switchboards rated 600 V or less and 6,000 A or less.

IREC Applauds Interconnection Improvement recommended for MA.

March 6, 2014 Massachusetts Technical Standards Review Group (TSRG) provided its recommendation to Department of Public Utilities (DPU) regarding appropriate penetration screen to use for Massachusetts' supplemental review process within its interconnection tariff. TSRG recommended DPU use 100% of minimum load as penetration screen rather than current 67%, and IREC commends such careful deliberation of this issue and TSRG's support of moving to 100% of minimum load.

March 6, 2014 Global Precipitation Measurement Core Observatory, a joint Earth-observing mission between NASA and Japan Aerospace Exploration Agency, launched into space on Feb 27 from Japan. GPM will help experts understand ever-changing climate, improve forecasts of extreme weather events like floods, and assist decision makers around the world to better manage water resources. While TRMM measured precipitation in the tropics, GPM Core Observatory expands coverage area from Arctic Circle to Antarctic Circle.

March 5, 2014 Testifying before House Armed Services Subcommittee on Tactical Air and Land Forces on state of defense industrial base, AIA's Marion C. Blakey called for "smart choices" when addressing budget caps contributing to "a very challenging future." Blakey advocated for adoption of industrial base strategy that would "mitigate looming investment deficits and sustain the U.S. defense industrial base." She mentioned identifying and protecting "core, military-unique private sector capabilities."
FAA Proposes Civil Penalty against Red Eagle Aviation.

March 5, 2014 Federal Aviation Administration (FAA) proposed $90,000 civil penalty against Red Eagle Aviation of Kalispell, MT for alleged operation of Bell 206 helicopter when it was not in compliance with Federal Aviation Regulations. Allegedly, Red Eagle operated said helicopter on numerous flights, including at least 80 revenue flights, from May 2011 to May 2013 without having performed required, periodic overhauls of tail rotor hub and main rotor mast assemblies.
