NIST announces broad call for research grant proposals.

January 2, 2012 NIST is accepting proposals for funding broad range of potential research projects and related activities that support institute's measurement science and engineering programs. Potential R/D topics under programs span breadth of NIST's interests. Nine MSE programs include: Material Measurement Laboratory, Physical Measurement Laboratory, Engineering Laboratory, Fire Research, Information Technology Laboratory, NCNR, CNST, Standards Services Group, and Office of Special Programs.

December 30, 2011 Electroindustry Business Confidence Index for current North American conditions measured 52 in December-with more respondents reporting conditions improved relative to previous month than reporting they declined-for third consecutive month. Confidence in future conditions climbed to 7 month high as December's EBCI for future North American conditions jumped 10 points to 70, affirming that expectations for business environment in next 6 months remains positive.

December 30, 2011 For rigid PCBs and flexible circuits combined, November 2011 findings from IPC North American Printed Circuit Board (PCB) Statistical Program show industry shipments decrease of 6.2% from November 2010 and orders booked decrease of 5.6%. Combined industry shipments, year to date, are down 1.6% and bookings are down 8.5%. Compared to previous month, industry shipments and bookings increased, respectively, 8.6% and 3.8%. Combined rigid and flex industry book-to-bill ratio declined to 0.97.

At Department of Commerce (DOC), Schwartz helps oversee Internet Policy Task Force. He originally joined DOC through NIST, where he served as senior Internet policy advisor for NIST Information Technology Lab.

To protect against hazards associated with manure storage, American Society of Agricultural and Biological Engineers (ASABE) published ANSI/ASAE EP470.1 OCT2011, Manure Storage Safety. Both are American National Standards which play vital roles in daily lives.

December 30, 2011 An advance in sensor design by researchers at NIST and University of Waterloo's Institute of Quantum Computing could unshackle a powerful, yet high-maintenance technique for exploring materials. Achievement could expand neutron interferometry from a test of quantum mechanics to a tool for industry as well. Since neutron interferometry is extremely sensitive, team at NIST Center for Neutron Research found a way to sidestep many requirements and render interferometer more tolerant of change.

Partnership is intended to facilitate teaming of local TAB boards with their state performance excellence programs, enabling small businesses utilizing TAB services to learn about Baldrige program.
EPA finalizes 2012 renewable fuel standards.

December 29, 2011 Energy Independence and Security Act of 2007 established RFS2 Renewable Fuel Standard program and annual renewable fuel volume targets, which steadily increase to overall level of 36 billion gallons in 2022. To achieve these volumes, EPA calculates percentage-based standard for following year. Final 2012 overall volumes and standards are: 1.0 billion gal biomass-based diesel, 2.0 billion gal advanced biofuels, 8.65 million gal cellulosic biofuels, and 15.2 billion gal total renewable fuels.
DOE Announces Energy-Savings Project at State Department.

December 29, 2011 Awarded by State Department to Honeywell, Energy Savings Performance Contract (ESPC) project aims to implement energy efficiency and water conservation measures at Harry S. Truman Building in Washington, D.C. and Beltsville Information Management Center in Beltsville, MD. Through Federal Energy Management Program (FEMP), State Department contract will leverage private-sector investment of $5.5 million and support equivalent of 60 jobs for one year.

Cramer, Ph.D., P.E., associate dean for academic affairs and professor of civil and environmental engineering at University of Wisconsin, has been elected to serve on ASTM International's board of directors for 3-year term. Having been ASTM International member since 1986, Cramer has served as chairman of ASTM Committee D07 on Wood from 2006-2010 and was honored with 2011 L.J. Markwardt Award for his contributions to D07 standards activities as well as his service as D07 chairman.

As ASTM International member since 1982, Schwartz served on ASTM board of directors from 2006-2008 and 2010. Currently, he works on Committees E06 on Performance of Buildings as well as C14 on Glass and Glass Products and E58 on Forensic Engineering. He is also chairman of Subcommittee E06.55 on Exterior Building Wall Systems and has chaired several other E06 groups.

December 28, 2011 Current U.S. manufacturing technology orders put year-to-date total at $463.32 million, up 80.5% compared with 2010. As of October, orders surpassed total value accumulated in 2007. Value of U.S. manufacturing output also increased, reaching $1.65 trillion between 1972 and 2008 recession. Even though China accounted for 19.8% of global manufacturing value in 2010, U.S. has 19.4% share. Factors lending to surge include machinery replacements, expanding markets worldwide, and reshoring.

December 28, 2011 Pelican Refining Company LLC, was sentenced to pay $12 million for felony violations of the Clean Air Act and obstruction of justice charges in federal court in Lafayette, LA. Corporation operated without even the most basic requirements of an environmental compliance plan and endangered the public and its own employees by implementing unsafe practices in violation of its permit and reporting requirements. Criminal fine is largest ever in Louisiana for Clean Air Act violations.

December 27, 2011 AAMA revised 2 specifications related to secondary storm products: AAMA 1002-11, Voluntary Specification for Secondary Storm Products for Windows and Sliding Glass Doors, and AAMA 1102-11, Voluntary Specification for Side-Hinged Secondary Storm Doors. In addition to clarification of Secondary Storm Products, changes include Section 4.0, which covers materials, and Section 6.1.1.2, which addresses louver hardware in jalousie side-hinged secondary storm doors.
ELFA releases November Monthly Leasing and Finance Index.

December 27, 2011 According to ELFA's Monthly Leasing and Finance Index, overall new business volume for November was $6.2 billion, up 38% from $4.5 billion in same period in 2010. Volume was up 3% from previous month, and year-to-date cumulative new business volume is up 26%. Receivables over 30 days were lowest in over 2 years, decreasing to 2.0% in November from 2.2% in October. Credit standards remained steady as number of lease applications approved decreased nominally from 76.3% to 76.2%.
