SMD manufacturers and users gain standardized methods thta help prevent damage from moisture absorption and exposure to solder reflow temperatures. Blakey welcomes House and Senate passage of conference report on H.R. 658 (FAA Modernization and Reform Act of 2012) and calls it "critical to FAA operations." Blakey says this bill "offers stability and predictability to the aviation industry" in contrast to short-term extensions and urges President Obama to sign it in order to "make our skies safer, cleaner, and less congested" while simultaneously generating private sector jobs.

February 7, 2012 ASTM WK35729, Specification for Pole Vault Box Collar, is being developed by ASTM Subcommittee F08.67 on Pole Vault. Commenting on reasons behind its development, F08.67 chairman Peter McGinnis said that "exposed hard surfaces between the pole vault box and the pole vault landing pad may be padded with a pole vault box collar, however, no standard exists that specifies the performance requirements of the box collar." Development will provide guidance regarding minimum impact attenuation.
ASTM Amusement Rides Committee to hold meetings Feb 16-18.

February 7, 2012 From Feb 16-18, ASTM International Committee F24 on Amusement Rides and Devices will hold standards development meetings. Approximately 50 separate meetings will be held, each one focusing on specific safety element of amusement industry. In addition to ride design, operations, and maintenance, some areas that will be covered include nontraditional areas of growth, such as participatory attractions like zip lines, rock wall climbing, inflatables, globe riders, and trampoline parks.
Nonresidential Construction Spending up 1.9% in December.

February 7, 2012 According to Feb. 1 construction spending report by U.S. Census Bureau, total nonresidential construction spending increased 1.9% in December to $567.8 billion. Year over year, total nonresidential construction spending is up 4.5%. Private nonresidential construction spending jumped 3.3% for the month and was up 11.4% from same time last year. Public nonresidential construction spending increased 0.5% from November, but was down 1.8% from December 2010.
EPRI Research Summary relays solar storm activity results.

February 7, 2012 SUNBURST monitoring system recorded minor levels of geo-magnetically induced currents (GIC) beginning at ~10:04 am EST on January 24, 2012 as a result of a solar flare that erupted early on January 23. During said event, only one SUNBURST site in the EPRI measurement system exceeded 10 A of DC current on neutral and did so for less than 1 min. Most GIC activity occurred between 10:04 am and 1:00 pm EST on January 24th, 2012. Activity continued through January 25th, but at much lower levels.

February 6, 2012 ASTM F2913, Test Method for Measuring the Coefficient of Friction for Evaluation of Slip Performance of Footwear and Test Surfaces/Flooring Using a Whole Shoe Tester, will aid in measurement of slip resistance for footwear in various flooring situations. F13 vice chairman Bill Ells noted that this test method offers "practical comparative set of footwear, flooring, and contaminant combinations, allowing for prescreening of product prior to recommended human subject wear trails."

U.S. and Manufacturing Employment jumps higher in January.

February 6, 2012 According to Bureau of Labor Statistics, U.S. employment numbers jumped significantly higher in January, with unemployment rate dropping to 8.3%. Nonfarm payrolls grew by 243,000, and manufacturers added 50,000 net new workers. These numbers continue to affirm the rebound and importance of manufacturing to economic recovery. Looking specifically at January 2012 figures, the bulk of new jobs in manufacturing came from durable goods sector, which was up 44,000 for the month.

Wiandt, director of metrology in the Temperature Division of Fluke Calibration in American Fork, UT, has been named chairman of ASTM International Committee E20 on Temperature Measurement. Wiandt specializes in temperature and electrical metrology, DC/low frequency metrology, and statistics. A member of ASTM since 1997, Wiandt works on several E20 subcommittees, and serves as chairman of E20.07 on Fundamentals in Thermometry and as secretary of E20.09 on Digital Contact Thermometers.
