EPA approves 3 alternative refrigerants.

December 15, 2011 Through Significant New Alternatives Policy program, EPA has added 3 hydrocarbons as acceptable alternatives in household and small commercial refrigerators and freezers. Propane, isobutane, and R-441A can be used to replace ozone-depleting chlorofluorocarbon-12 and hydrochlorofluorocarbon-22. Replacing older refrigerants will reduce greenhouse gas emissions by an estimated 600,000 metric tons by 2020, equal to emissions from annual electricity use of nearly 75,000 homes.
BIO Applauds House, Senate for SBIR Reauthorization deal.

December 15, 2011 BIO President and CEO Jim Greenwood praised House and Senate for reaching deal on Small Business Innovation Research (SBIR) Reauthorization as amendment to National Defense Authorization Act (HR 1540). In his statement, Greenwood noted how "SBIR provides much needed funding for the development of innovative medical therapies" and specifically applauded House and Senate leadership for efforts in advancing this measure.

AIA Addresses EU non-compliance with WTO subsidies ruling.

December 15, 2011 AIA affirmed its support for Office of U.S. Trade Representative request for consultations on December 1 European Union compliance report on eliminating aircraft subsidies contrary to World Trade Organization rules. This process should result in ending non-compliant launch aid for aircraft production, loans provided by European governments that reduce business risk of introducing new-model airplanes. AIA supports WTO as arbiter of international trade disputes.
Marion C. Blakey addresses Export-Import Bank reauthorization.

Blakey, AIA is deeply concerned that Congress has not passed long-term reauthorization of U.S. Export-Import Bank and strongly urges passage of 4-year reauthorization before current authorization expires Dec 16. U.S. companies face stiff competition from overseas competitors who have unfettered access to similar export credit programs. Denial of Export-Import Bank support to U.S. manufacturers is tantamount to unilateral disarmament in marketplace.

December 15, 2011 NEMA has published NEMA AB 5-2011, which examines selective coordination at high levels of short circuit fault current in instantaneous region of circuit breaker time-current curve by use of selective coordination tools. Standard includes both molded case circuit breakers and insulated case circuit breakers, and is designed to insure that manufacturers are consistent in methods that they use in validating information that is published in selective coordination tools.
ANSI Welcomes CCAA to discuss ISO 26000 and other programs.

December 15, 2011 Delegation from China Certification and Accreditation Association (CCAA), led by deputy secretary general Yao Lei, visited ANSI on November 29 to discuss potential cooperation in area of standards and conformance. During meeting, Yao provided overview of CCAA and discussed areas of potential future cooperation on issues of importance to both organizations' members. CCAA reported current project to investigate other countries' use and implementation of ISO 26000 and other programs.

December 15, 2011 "Surface nanoscale axial photonics: Robust fabrication of high quality factor microresonators" describes solution to making microresonators capable of storing light as memory for light-speed computing calculations. Researchers developed way to create microresonators by making nanoscale changes to diameter of normal optical fiber. Resulting narrow sections can confine light, sending it on back-and-forth corkscrew path inside length of optical fiber and creating microresonator.
NSTB calls for nationwide ban on PEDs while driving.

December 15, 2011 Following Board meeting on the 2010 multi-vehicle highway accident in Gray Summit, Missouri, NTSB called for nationwide ban on driver use of personal electronic devices. Safety recommendation also urges use of NHTSA model of high-visibility enforcement to support these bans and implementation of targeted communication campaigns to inform motorists of new law and heightened enforcement. According to NHTSA, more than 3,000 people lost their lives last year in distraction-related accidents.

December 15, 2011 New quantitative test methodology within IPC/JEDEC-9707, Spherical Bend Test Method for Characterization of Board Level Interconnects, lets users determine how much strain packages can take before reliability degradation. Test methodology calls for 8 points of contact arranged in circular pattern. According to IPC's Aileen Allen, test methodology aims to "impose the worst-case bend mode that the package may see in the field and to determine strain limits."

Study Finds Failure Points in firefighter protective equipment.

December 14, 2011 In fire experiments conducted in Chicago-area townhouses, NIST researchers uncovered temperature and heat-flow conditions that can damage facepiece lenses on firefighter breathing equipment. Findings are detailed in "Fire Exposures of Fire Fighter Self-Contained Breathing Apparatus Facepiece Lenses," which was sponsored by U.S. Fire Administration and Department of Homeland Security and is an important step toward improving vulnerable component of firefighter's protective gear.
