April 5, 2012 ASTM Geotechnical Testing Journal: Innovations in Characterizing the Mechanical and Hydrological Properties of Unsaturated Soils, will be held June 25. Workshop will discuss papers that were published in GTJ, which focused on soil-water retention curve and hydraulic conductivity, thermal properties, coupled thermo-hydro-mechanical properties, instrumentation and sensors as well as shear strength, volume change behavior, and dynamic properties of unsaturated soils.
Transportation Dept and FAA launch NextGen initiative in Houston.

April 5, 2012 Top U.S. Transportation Department and FAA officials met with aviation partners in Houston as part of collaborative effort to make air traffic control more efficient, help airlines improve on-time performance, and reduce emissions generated by aircraft flying into and out of Houston's airports. FAA estimates that as a result of the Houston Metroplex airspace initiative, airplanes will fly 648,000 fewer nautical miles annually, and up to 3 million gallons of fuel will be saved each year.

With primary offices in New York and New Jersey, Tech Briefs Media Group employs 35 people and publishes variety of design engineering magazines and supplements in both print and digital formats, including NASA Tech Briefs. Publications focus on R/D, design, and manufacturing topics spanning motion control, lighting, medical, defense, RF/microwave, embedded computing, photonics, and imaging.
Nonresidential Construction Spending fell 1.6% in February 2012.

April 4, 2012 According to April 2 report by U.S. Census Bureau, total nonresidential construction spending fell 1.6% in February. Total nonresidential construction spending was up 6.4% from one year ago. Private nonresidential construction spending decreased 1.6% for month but rose 14.5% year over year, while public nonresidential construction spending fell 1.7% for month and 0.7% compared to February 2011. Residential construction spending was unchanged for month and 4.6% higher than previous year.

Aiming to prevent misidentification of cell lines, ANSI/ATCC ASN-0002-2011 outlines procedures for unambiguous authentication and identification using short tandem repeat profiling. Another voluntary standard, ANSI/ASSE Z590.3-2011, provides life-cycle assessment and design model that balances environmental and occupational safety and health goals over life span of facility, process, or product.

April 4, 2012 In March 2012, ASTM International and National Institute of Building Sciences (Institute) signed memorandum of agreement (MOA) to improve building enclosure design and commissioning as well as facilitate broader understanding of building enclosures. Terms of this MOA state that ASTM will develop standards and personnel certification program on building enclosure commissioning, while Institute will focus on development of commissioning training program.

Report focuses on $628 billion industry and forecasts equipment investment and capital spending in USA and evaluates effects on various related and exogenous factors in play currently and into future.
IPC releases Japanese version of IPC-A-610E.

April 4, 2012 IPC announced Japanese language release of E revision of IPC-A-610, which provides visual acceptance criteria for post assembly mechanical and soldering assembly requirements. E revision address additional technologies, including flexible circuits, board in board, package on package, depanelization, and additional SMT terminations. Also, revision contains 165 new or updated illustrations, bringing total to more than 800.

April 4, 2012 In new approach to invisibility cloaking, team of French researchers has proposed isolating or cloaking objects from sources of heat. Researchers describe this method in paper titled "Transformation Thermodynamics: Cloaking and Concentrating Heat Flux," which can be found in OSA's Optics Express journal. Tapping into some principles of optical cloaking, method may lead to novel ways to control heat in electronics and, on larger scale, may prove useful for spacecraft and solar technologies.
BIO stresses importance of biofuels for national security.

April 3, 2012 In letter to House Armed Services Committee and its Subcommittee on Readiness, BIO emphasized that domestic biofuel production is necessary for energy and national security. According to BIO President Jim Greenwood, military's reliance on oil is a liability that enemies can exploit by blocking access to fuel supplies during missions. While cost of renewable energy is high now, it is declining rapidly through ongoing research and development and early commercialization efforts.
