February 27, 2012 On January 27, ASTM International's Cement and Concrete Reference Laboratory held an open house to celebrate the new headquarters building that it shares with AASHTO Materials Reference Laboratory in Frederick, MD. The 34,413 ft˛ building, which had been an empty warehouse that was redesigned specifically for CCRL/AMRL, now provides modern office space, new laboratories, and modern proficiency sample production facility.
ASTM Test Method addresses geotextile bag technology.

February 27, 2012 Standard ASTM D7701, Test Method for Determining the Flow Rate of Water and Suspended Soils from a Geotextile Bag, is based on one particular test that has been used throughout past 20 years but has not been standardized until now. According to D35 member Robert Lozano, this standard will let end users of geotextile tubes gain idea of performance pertaining to proposed geotextile when used in geotextile tube. Primary users will be consultants, engineers, designers, owners, and fabricators.

February 24, 2012 According to February 2012 Monthly Confidence Index for the Equipment Finance Industry (MCI-EFI), overall confidence in equipment finance market is 59.6. This figure, up from January (59.0), indicates steady optimism. Questions ask opinions on current business conditions, expected product demand and access to capital over next 4 months, future employment conditions, state of U.S. economy currently and over next 6 months, as well as business development spending expectations.

February 24, 2012 President's fiscal year 2013 budget for NIST submitted to Congress proposes appropriations funding level of $857 million, an increase of $106.2 million from FY 2012. More than half of proposed increased funding would be focused on advanced manufacturing research. Total request is divided into 3 appropriations: $648 million for Scientific and Technical Research and Services, $149 million for Industrial Technology Services, and $60 million for Construction of Research Facilities.
BIO Applauds Strengthening of USDA BioPreferred program.

In comment, BIO President and CEO Jim Greenwood hailed said program as providing "important federal leadership that can expand consumer demand for renewable products made from biomass." Brent Erickson, executive VP of BIO Industrial and Environmental Section, added that policies which offer technology-neutral support to biobased products and renewable chemicals can help further industry progress.

Manufacturers need action to reduce corporate rate, reform international tax rules, lower rates for small businesses, and enact pro-jobs changes to tax system.

February 24, 2012 "Keeping Baby Boomers Mobile: Preserving Mobility and Safety for Older Americans," released by TRIP, highlights ways state DoTs are actively addressing needs of older drivers. After claiming state DoTs are doing everything possible with limited resources, AASHTO's John Horsley noted that long-term federal surface transportation reauthorization would give state DoTs ability to invest in projects to enhance safety, decrease congestion, and improve security/mobility of older Americans.

Coal/Coke Standard to allow chlorine determination via XRF.

February 23, 2012 Proposed standard ASTM WK34943, Test Method for Chlorine in Coal and Coke by XRF, will allow for rapid and repeatable determination of chlorine in coal and coke via X-ray fluorescence (XRF) spectroscopy. As member of subcommittee responsible for this standard, Colin Campbell stated that halides present in coal "is of environmental concern," citing that chlorine will eventually be emitted as acid gases. He also noted concern for corrosion damage from condensation of gases.

While noting that almost 80% of U.S. exports of industrial products to Korea will become duty-free, Jacobs pointed out "Korea offers U.S. manufacturers growing opportunity for exports within a dynamic and expanding market." Jacobs also called Korea "a crucial export destination," citing number of small and medium-sized companies that already export goods there.
