PMA Business Conditions Report predicts spike in next 3 months.

February 29, 2012 According to February 2012 Business Conditions Report, 51% of participants expect economic activity to improve during next 3 months, up from 41% in January, while only 4% report that activity will decline. Metalforming companies also anticipate slight improvement in incoming orders, with 56% forecasting increase in orders, up from 51% in January. In addition, 45% of participants report that shipping levels are above levels of 3 months ago, up from 30% in January.
Updated Dioxin Assessment shows decline since 1980s.

February 29, 2012 U.S. EPA has finalized its non-cancer science assessment for dioxins, which shows air emissions of dioxins have decreased by 90% since 1980s. It could be considered in range of agency activities, from establishing cleanup levels at Superfund sites, to reviewing dioxin drinking water standard as part of EPA's regularly scheduled review process, to evaluating whether additional Clean Air Act limits on dioxin emissions are warranted.
ELFA releases January Monthly Leasing and Finance Index.

February 29, 2012 According to ELFA's Monthly Leasing and Finance Index, overall new business volume for January was $5.1 billion, up 21% from $4.2 billion during same period in 2011. Receivables over 30 days decreased to 1.9% in January from 2.1% in December, and charge-offs decreased to 0.5% from 0.7% in December. Following unusually high credit approval ratio in December, credit approvals returned to more typical level of 77% in January.
EPA Issues Permit for construction site stormwater discharges.

February 29, 2012 U.S. EPA is issuing new permit, in accordance with Clean Water Act, that will provide streamlined permitting to construction operators while protecting waterways from discharges of polluted stormwater from construction sites. Effective where EPA is the permitting authority, 2012 construction general permit (CGP) includes protections for surface waters. Updates include steps to limit erosion, minimize pollution sources, provide buffers around surface waters, and define discharge restrictions.

February 29, 2012 Joining NREL after 30-year career with DOE, Ken Powers served most recently as Associate Administrator for Management and Budget at DOE's National Nuclear Security Administration where he was responsible for administrative operations supporting 33,000 employees nationwide. Powers has also served as Administrator for Infrastructure and Environment at NNSA, and directed project management and procurement activities for NNSA's Office of Civilian Radioactive Waste Management.

EPA addresses GHG permitting requirements.

February 28, 2012 U.S. EPA is proposing not to change greenhouse gas permitting thresholds for the Prevention of Significant Deterioration and Title V Operating Permit programs. Proposal is part of EPA's common-sense, phase-in approach to GHG permitting under Clean Air Act. EPA is also proposing steps that would streamline permitting process for large emitters already covered by agency's program, including sources that account for nearly 70% of total GHG pollution from stationary sources.
Proficiency Testing Program applies to petroleum coke.

February 28, 2012 ASTM's Proficiency Testing Program (PTP) on Petroleum Coke enables laboratories to compare, improve, and maintain performance in use of ASTM tests on commercial calcined and green petroleum coke. Program offers statistical QA tool to monitor strengths and weaknesses of laboratory performance in conducting testing; resources needed to satisfy proficiency testing elements of laboratory accreditation; as well as periodic comparison of test results with other participating laboratories.
PTDA 4Q11 Business Index shows 7th quarter of business growth.

February 28, 2012 With reading of 67.3, 4Q2011 PTDA Business Index indicates power transmission/motion control industry is expanding at slightly slower pace than before (3Q2011 reading was 68.1). While distributors and manufacturers both saw growth in 4Q11, distributors outpaced manufacturers for first quarter in this survey's history. Also of note is that participating PTDA members expect 2012 to be another year of growth, with average forecast of 9% (up from 8% in 3Q11 survey).
