July 18, 2012 NIBS Consultative Council report highlights 4 areas where industry and nation can improve buildings and infrastructure. These address defining high-performance and common metrics for buildings, codes and standards adoption and enforcement, energy and water efficiency, and sustainability. Requirement by U.S. Government for water metering and enforcement of green building or plumbing codes is suggested. Report also supports tax incentives and insurance to help finance sustainability efforts.
NEMA Publishes tunnel and underpass lighting luminaire standard.

July 18, 2012 Published by NEMA, ANSI C136.27 American National Standard for Roadway and Area Lighting Equipment-Tunnel and Underpass Lighting Luminaires addresses requirements or luminaires used to illuminate roadway tunnels and underpasses. Requirements in this standard are specifically limited to general attributes of tunnel luminaires. Based on state of industry, updates to referenced documents, terminal block, terms, and definitions have been made in this 2012 edition.
NEMA Publishes Standard for aerospace/industrial electric cable.

July 18, 2012 NEMA has published ANSI/NEMA WC 27500 Standard for Aerospace and Industrial Electrical Cable. In this edition, requirements are included for finished aerospace and industrial electrical cables intended for signal and low-voltage power applications with defined environment or temperature conditions found in commercial aircraft, military aircraft, and high performance vehicles. Hard and electronic copies are available.

Through use of energy-savings performance contracts, government can reduce energy use and energy expenditures at no cost to taxpayer. Smart Energy Act places federal government in leadership role in use of ESPCs, advanced metering infrastructure, and demand response programs.
NTSB Details Three Safety Recommendations to NHTSA.

July 17, 2012 National Transportation Safety Board (NTSB) recommends that National Highway Traffic Safety Administration (NHTSA) develop performance standards for advanced speed-limiting technology for heavy vehicles (H-12-20). After establishing such performance standards, H-12-21 requires all newly manufactured heavy vehicles be equipped with appropriate devices. Safety recommendation H-12-22 calls for evaluating effects of seat spacing and armrests as factors for potential occupant injury.
French Students Win 2012 International Rocketry Challenge.

July 17, 2012 Lycee Louis Bleriot of France claimed first prize in International Rocketry Challenge at Farnborough International Air Show, beating out teams from USA and UK. In comment, AIA President and CEO Marion C. Blakey said "Lycee Louis Bleriot took home the trophy, but it's our industry that's the true winner." She noted skills, teamwork, and ingenuity of all three teams and called the collaborative efforts "a great sign for the future workforce of the global aerospace and defense industry."
Proposed ASTM Standard deals with retroreflected luminance.

July 17, 2012 ASTM E2832, Test Method for Measuring the Coefficient of Retroreflected Luminance of Pavement Markings in a Standard Condition of Continuous Wetting (RL-2), has been developed by Subcommittee E12.10 on Retroreflection. Paul Carlson, research engineer, Texas Transportation Institute, Texas A&M University, said that this test method provides agencies with standardized way of assessing performance of pavement marking materials/optics under nighttime and rainy conditions.
Standard distinguishes harmful/non-harmful fines in concrete.

July 17, 2012 ASTM WK36804, Test Method for Rapid Determination of the Methylene Blue Value for Fine Aggregate and Mineral Filler, will be used to qualify new material sources and for production quality control by personnel at aggregate producers, ready mix concrete producers, and asphalt concrete producers. Methylene blue test method contained in proposed standard does not involve titration and visual assessments typically associated with such testing and can be performed in field in about 10 min.

Vision is to create world-class FBW research, testing, and certification for Integrated Vehicle Health Management applications.

July 17, 2012 NAM Vice President of Energy and Resources Policy Ross Eisenberg urged Congress to support Natural Strategic and Critical Minerals Production Act (H.R. 4402). In his statement, Eisenberg says essential rare earth minerals, which are currently in demand but of shrinking supply, can be found in USA, but domestic approval process is "overly burdensome and prohibitive." This legislation, according to Eisenberg, will cut through red tape that has slowed domestic production to a halt.

Consortium aims to improve process for making soft materials.

July 17, 2012 NIST is launching consortium that will take measure of growing and increasingly important class of materials. "Soft materials" range from products as commonplace as detergents, paints, and chocolate bars to some as sophisticated as flexible electronic displays and solar cells, therapeutic drugs, and plastics with tailor-made properties. Two key objectives of effort are optimizing properties of selected soft materials and maximizing production yields.
Fluorescent Lamp Shipments decrease during Q1 2012.

July 17, 2012 NEMA's shipment indexes for linear fluorescent T5, T8, and T12 lamps decreased during first quarter of 2012 compared to same period last year. While, T5 lamps declined 7.9%, T8s and T12s respectively went down 5.5% and 5.0%. Shipments of T5 and T12 lamps grew by 6.8% and 4.9, respectively, on quarterly basis, and shipments of T8 lamps decreased 4.9% likewise. Marginal changes in market shares included T5 lamp decrease to 9.7% and respective rise for T8 and T12 lamps to 65.5% and 24.8%.
NTSB makes safety recommendations to AASHTO.

July 17, 2012 According to NTSB, AASHTO should work with FHA to establish performance and selection guidelines for state transportation agencies to use in developing objective warrants for high-performance barriers applicable to new construction and rehabilitation projects. AASHTO should also evaluate adequacy of currently approved barrier systems, and revise chapter 5 of Roadside Design Guide to address unique considerations of shielding commercial passenger vehicles from point hazards.
NTSB issues safety monitoring recommendations to FMCSA.

July 16, 2012 Safety recommendations H-12-13 through -19, issued by NTSB to Federal Motor Carrier Safety Administration (FMCSA), include guidance for motor carriers on using onboard monitoring systems, and determining they reduce accidents or injuries. Board also suggests states retain records from Commercial Driver's License Information System for 10 yr. In addition, it suggests rating scores to determine carrier's fitness and process for identifying causes of safety risks found during compliance reviews.

Nanostructures Modeled After Moth Eyes may enhance X-rays.

July 16, 2012 Using compound eyes of the moth as their inspiration, international team of physicists has developed nanoscale materials that could reduce radiation received by patients getting X-rayed, while improving resolution of resulting images. Work is led by Yasha Yi-a, professor of the City University of New York, who is also affiliated with Massachusetts Institute of Technology and New York University, and was published in Optical Society's journal, Optics Letters.
