October 2, 2012 "Active Tremor Cancellation by a "Smart' Handheld Vitreoretinal Microsurgical Tool Using Swept Source Optical Coherence Tomography" was published in OSA's Optics Express. Paper describes SMART (Smart Micromanipulation Aided Robotic-surgical Tool) device, which combines Optical Coherence Tomography (OCT) imaging technique as distance sensor with computer-controlled piezoelectric motors to actively stabilize surgical tool tip. This lets surgeons maneuver tool tip precisely and safely.
FAA dedicates control tower for Wilkes-Barre/Scranton airport.

October 2, 2012 US Transportation Secretary Ray LaHood and Acting FAA Administrator Michael Huerta dedicated $20.5 million airport traffic control tower at Wilkes-Barre/Scranton International Airport. The 118 ft tall tower gives controllers better airfield views and contains state-of-the-art equipment to support NextGen technologies. A 12,683 ft² base building houses Terminal Radar Approach Control, which provides radar service to flights within 57-mile radius of airport up to altitude of 10,000 ft.
IPC Releases PCB Industry Results for August 2012.

October 2, 2012 August 2012 findings from IPC's monthly North American PCB Statistical Program. For rigid PCBs and flexible circuits combined, industry shipments and bookings experienced 0% growth compared to August 2011. Year to date, combined industry shipments were down 4.6% and bookings were up 0.2%. Compared to previous month, combined industry shipments and bookings increased, respectively, 6.6% and 14.1%. Combined (rigid and flex) industry book-to-bill ratio decreased to parity at 1.00.
FAA establishes new Center of Excellence for general aviation.

October 2, 2012 The FAA has selected team of universities to lead new Air Transportation Center of Excellence for general aviation. Selected group is called the FAA Center of Excellence Partnership to Enhance General Aviation Safety, Accessibility and Sustainability (PEGASAS). Research and development efforts will cover broad spectrum of safety issues, including airport technology, propulsion and structures, airworthiness, flight safety, fire safety, human factors, system safety management, and weather.
NTSB to offer training courses in October and November.

October 2, 2012 NTSB is offering courses in disaster response, post-accident communications, and accident investigation at its training center just outside Washington. Courses will include Transportation Disaster Response - Family Assistance; Transportation Disaster Response - Emergency Responders; Aircraft Accident Investigation Orientation; Managing Communications Following An Aircraft Accident or Incident; Cognitive Interviewing for Accident Investigators; and Investigating Human Fatigue Factors.
ELFA's MLFI-25 shows growth of new business volume.

October 2, 2012 ELFA's Monthly Leasing and Finance Index (MLFI-25) shows overall new business volume for August 2012 at $6.9 billion, up 21% from same period in 2011 and up 5% from previous month. Year-to-date cumulative new business volume increased 16%, and receivables over 30 days decreased to 1.9%. Charge-offs were unchanged from previous month at 0.4% and down 33% percent compared to same period in 2011. Credit approvals decreased to 77.0% in August from 77.5% in July.

In the Doctorate category, Dr. Catalina Elena Jiménez won for her thesis on "Characterisation and modification of powders used to make Al-based metal foams." Masters winner was Bruno José Jordão Marques for "Stainless Steel as an alternative binder in WC based composites." Both winners were awarded their prizes at Opening Plenary session of Euro PM2012 Congress and Exhibition.

September 28, 2012 Researchers from Medical University Vienna in Austria and Ludwig-Maximilians University in Germany developed advanced optics system that uses optical coherence tomography to non-invasively map out network of tiny blood vessels beneath outer layer of patients' skin, potentially revealing signs of cancer. Such high resolution 3-D images could one day help diagnose, monitor, and treat skin cancer and other skin conditions. Research was published in OSA's Biomedical Optics Express open-access journal.

It has been reissued after joint Task Group of Aluminum Association’s Master Alloys and Additives Division and Technical Committee on Product Standards completed round robin to evaluate procedure.

September 26, 2012 According to September 2012 Monthly Confidence Index for the Equipment Finance Industry, confidence is 53.0, up from August index of 50.2, reflecting increased optimism despite concerns over companies' willingness to expand their businesses in face of economic and political uncertainty. When asked to assess their business conditions over next 4 months, 8.8% of executives said they believe business conditions will improve, up from 6.3% in August.
