FAA Awards Communications Contract to bolster NextGen programs.

September 24, 2012 Harris Corporation Government Communications Systems, with subcontracting team, will provide Data Communications Integrated Services (DCIS) as step forward in Next Generation Air Transportation System (NextGen) programs. This will supplement voice communications currently used in commercial aviation with digital system for clear, efficient communication between air traffic controllers, flight deck, and pilots. FAA will deploy data communications in air traffic control towers by 2016.
Oil Spill Standard addresses in-situ burning effectiveness.

September 24, 2012 ASTM International Committee F20 on Hazardous Substances and Oil Spill Response has approved several standards for in-situ burning. Latest proposed standard, ASTM WK37324, Guide for Evaluation of In-Situ Burning Effectiveness, is being developed by Subcommittee F20.15 on In-Situ Burning. Proposed guide will help standardize evaluation of burn and produce results that will be consistent among different users, enhancing accuracy and credibility of information.
Monitoring Efforts will track water quality improvements.

September 24, 2012 Mississippi River/Gulf of Mexico Watershed Nutrient (Hypoxia) Task Force is launching 2 efforts to monitor reductions in nutrients (nitrogen and phosphorus) throughout watershed. Mississippi River Monitoring Collaborative will evaluate progress toward reducing amount of nutrients entering local waterways. Also, U.S. Department of Agriculture (USDA) is preparing to update its technical standard for water quality monitoring to better measure amount of nutrients coming from farm fields.
FDA's Stephen Spielberg to deliver ISPE meeting plenary address.

Spielberg, MD, PhD, FDA's Deputy Commissioner for Medical Products and Tobacco, will deliver plenary address at 2012 ISPE Annual Meeting, which will be held Nobember 11–14 in San Francisco, CA. Spielberg’s talk, "How the FDA is Advancing Regulatory Science through High Quality Collaboration," will look at how FDA is addressing challenges and taking advantage of opportunities to advance regulatory science via collaborations with organizations such as ISPE.
EPA sets bio-based diesel volumes for 2013.

September 24, 2012 U.S. EPA took action to establish amount of bio-diesel products required to be included in diesel fuel markets in 2013. Bio-based diesel products are advanced bio-fuels that are derived from sources that include vegetable oils and waste oils from renewable sources. EPA’s action sets 2013 volume at 1.28 billion gallons under Energy Independence and Security Act of 2007, which established second phase of Renewable Fuel Standards program, and specifies 1 billion gallon minimum volume requirement.

Construction Materials Prices Rise for first time in 4 months.

September 24, 2012 According to September 13 Producer Price Index report by U.S. Labor Department, U.S. construction materials prices increased 0.9% in August. Construction material prices are up 1% year over year, while nonresidential construction materials prices are 1% higher for month and up 0.7% from August 2011. In comment, ABC Chief Economist Anirban Basu said increase makes generating economic output more expensive and will consequently slow economic growth.

Specifically, EPA's Greening America’s Capitals (GAC) program will help stimulate capital cities' economic development, provide housing and transportation choices, as well as reduce infrastructure and energy costs. EPA will provide design assistance from private-sector experts to help cities demonstrate sustainable designs.
Study Shows Heavy-Duty Hybrid Trucks deliver on fuel economy.

September 21, 2012 Conducted by U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL), performance evaluation of Class 8 hybrid electric tractor trailers compared with similar conventional vehicles shows significant improvements in fuel economy. NREL Senior Project Leader Michael Lammert said, "hybrid tractors demonstrated 13.7% higher fuel economy than the conventional tractors, resulting in a 12 percent reduction in fuel costs for the hybrids."

September 21, 2012 Newly created by ASTM International Committee E60 on Sustainability, subcommittee E60.13 on Sustainable Manufacturing will facilitate development and use of sustainable manufacturing processes. According to E60.13 chairman Amy Costello, subcommittee will develop standards that manufacturers can use to benchmark, assess, act on, and communicate sustainability metrics, including standards for evaluating, improving and measuring gate-to-gate processes in the production of finished goods.

Jack Yoh, professor of mechanical and aerospace engineering at Seoul National University in South Korea, said impacting jet pressure, higher than skin tensile strength, results in smooth penetration into targeted depth underneath skin without any drug splashback, pain, or damage to tissue.
EPA awards grants to advance chemical safety research.

September 21, 2012 U.S. EPA announced nearly $11 million in grants to 8 universities through STAR Science to Achieve Results program. Grants will help universities develop fast and effective methods to test chemicals’ toxicity to people and the environment. These innovative testing methods will be used to predict chemical’s potential to interact with biological processes that could lead to reproductive and developmental problems, and disruption of endocrine system.
PMA releases Business Conditions Report for Sept 2012.

Report shows that 24% of participants anticipate that economic activity will improve, up from 23% in August, and 32% anticipate increase in orders, compared to 29% in August. In addition 22% of participants report that shipping levels are above levels of 3 months ago, up from 17% in August.

Dodge Award for work in applied statistics. ASTM International member since 1999, Luko works on several E11 subcommittees and chairs Subcommittee E11.30 on Statistical Quality Control. He has received E11 Award of Appreciation 3 times and was honored with ASTM Award of Merit and title of fellow in 2009.
