PMA Business Conditions Report forecasts slight decline.

October 23, 2012 Of 134 metal forming companies from USA and Canada in October 2012 PMA Business Conditions Report, 15% anticipate economic activity improvement, 55% predict unchanged conditions, and 30% foresee decline over next 3 months. Participants also expect decrease in incoming orders during same time period, with 24% for increase, 41% for no change, and 35% for decrease. Average daily shipping levels remained fairly steady, and participants with workforce on short time or layoff increased to 16%.
IPC and SMTA to host conformal coating conference.

Event will provide focus on electronics assembly reliability and influence of cleaning and coating on production of reliable hardware. Prior to conference, half-day technical workshop will cover fundamentals of conformal coating and coating processes, popular myths and misconceptions as well as common causes of coating problems.

October 23, 2012 Developed by D02.94, Coordinating Subcommittee on Quality Assurance and Statistics, part of Committee D02 on Petroleum Products and Lubricants, ASTM D7778 provides overview of steps needed in an interlaboratory study to obtain precision and bias statements, particularly as they relate to standards for petroleum products. Standard was developed as companion document to ASTM D6300, Practice for Determination of Precision and Bias Data for Use in Test Methods for Petroleum Products and Lubricants.
ASTM Plastics Committee approves insulated vinyl siding standard.

October 23, 2012 ASTM Committee D20 on Plastics, recognizing emergence of vinyl siding with integrated foam plastic insulation as separate product category, has developed ASTM D7793, Specification for Insulated Vinyl Siding. According to D20 member Dave Johnston, standard provides "uniform basis for producing the siding according to recognized levels of quality and performance, especially with respect to claims for thermal insulation." Standard will also serve as basis for product certification program.
NREL Growth Forum to feature 30 clean energy companies.

October 22, 2012 Developed by Subcommittee B05.02 on Rod, Bar, Wire, Shapes and Forgings, part of ASTM International Committee B05 on Copper and Copper Alloys, ASTM B981/B981M, Specification for Low Leaded Brass Rod, Bar and Shapes focuses on mechanical properties of machining brasses. Statistical analysis was performed on production properties for alloys C36300, C36500, C37000, C37100, and C37700 to develop minimum tensile strength, yield strength, and elongation as a function of diameter.
Proposed ASTM Standards address aerosol products, artist pastels.

October 22, 2012 Proposed standard ASTM WK37409, Test Method for Measuring Aspiration Potential of Aerosol Products, is being developed to support evaluation of such products to determine whether they require special child-resistant packaging. Also, proposed standard ASTM WK37916, Specification for Artists Pastels, will provide benchmark standard to allow those in pastel industry to test colors so that pastels can withstand exposure to light without fading.
AAMA Announces Technical Staff during fall conference.

Construction Materials Prices are up 0.9% in September.

October 22, 2012 According to October 12 producer price index report by U.S. Labor Department, U.S. construction materials prices were up 0.9% in September, 1.1% from previous quarter, and 1.7% year over year. Nonresidential construction materials prices were up 1.2%, 1.3%, and 1.6%, respectively. Most metallic construction materials prices rose in September, while nonferrous wire and cable prices fell 1.3%. Prices for nonmetallic construction materials also trended higher, along with crude energy materials.
EPA to offer environmental justice small grants.

Environmental justice efforts aim to ensure equal environmental and health protections for all Americans, regardless of race or socioeconomic status. Available for up to $30,000 each, grants enable non-profit organizations to conduct research, provide education, and develop solutions to local health and environmental issues in communities overburdened by harmful pollution.

NREL Nanotechnology Solar Cell achieves 18.2% efficiency.

October 19, 2012 Scientists at NREL have produced solar cells with 18.2% efficiency using nanotechnology techniques, which should eliminate need for anti-reflection layer and be a major step toward helping lower cost of solar energy. The paper, "An 18.2%-efficient black-silicon solar cell achieved through control of carrier recombination in nanostructures" by NREL's Jihun Oh, Hao-Chih Yuan, and Howard Branz, currently appears on Nature Nanotechnology's website.
ASC Brings Up Issues with CA DTSC consumer products proposal.

October 19, 2012 Adhesive and Sealant Council (ASC) has raised continued concerns with California Department of Toxic Substance Control's (DTSC) proposed "Safer Consumer Products" regulation. In written comments to DTSC, Council questioned detailed trade secret information that said proposal could demand and charged agency with positioning itself to judge worth of innovative approaches. ASC also questioned establishment of initial list of 1,200 "Chemicals of Concern" without proven justification.

Law was spearheaded by PMI, and consortium's mission was to provide education about manufacture, distribution, and installation of Pb-free plumbing products.

October 19, 2012 NASA partner United Launch Alliance has completed fifth and final milestone for its Commercial Crew Development Round 2 (CCDev2) agreement with agency's Commercial Crew Program. The Hazard, System Safety and Probabilistic Risk Assessment detailed how ULA's Atlas V rocket launch system hardware would ensure crew safety during launch and ascent. With completion of CCDev2 milestones, ULA establishes technical foundation for potentially certifying its Atlas V rocket for crewed missions.
