November 29, 2012 NIST released annual report detailing efforts to transfer results of public investment in research to meet marketplace and other needs. Most recent report tallies thousands of patents, cooperative agreements, licenses, and other pathways. In 2010, 11 federal laboratories included in report had 18,000+ active collaborative relationships with private entities and other government agencies, disclosed more than 4,700+ inventions, submitted 1,830 patent applications, and received 1,143 patents.

Guide offers supply chain assurance methods to help federal agencies manage risks associated with purchasing and implementing information and communications technologies (ICT) products and services. Publication calls for procurement organizations to establish team approach to assess ICT supply chain risk and to manage risk by using technical and programmatic mitigation techniques.

Study also finds those regulations will produce negative net benefits to society. NAM President and CEO Jay Timmons said "layer upon layer of regulations...weighing down manufacturers will produce "A devastating ripple effect."
NEMA publishes Flashing Yellow Arrow amendment.

November 28, 2012 NEMA published Amendment 4 to NEMA TS 2-2002 (R2008) Traffic Controller Assemblies with NTCIP Requirements, supporting Flashing Yellow Arrow features. Amendment 4 standardizes control and monitoring features for FYA, a traffic signal head indication, adding these features to widely used NEMA TS 2. In government-sponsored field trials, FYA improved driver performance when yielding to oncoming traffic and pedestrians before making a turn.

EPA fines 16 firms for violations of lead-based RRP Rule.

November 28, 2012 EPA announced 16 enforcement actions for violations of lead-based paint Renovation, Repair and Painting Rule, which requires that contractors that work on pre-1978 dwellings and child-occupied facilities be trained and certified to use lead-safe work practices. This ensures that renovation/repair activities like sanding, cutting, and replacing windows are done in ways that minimize dangerous lead dust. Enforcement actions include 13 administrative settlements and 3 filed administrative complaints.
EPA awards more than $5.3 million for research fellowships.

The 39 Greater Research Opportunities fellows and 87 Science to Achieve Results fellows exemplify agency's efforts to improve Science, Technology, Engineering, and Mathematics education. These fellowships encourage leadership in the nation’s environmental science, research, restoration, pollution prevention, and sustainability efforts.

November 28, 2012 William Hearne Rockwell, former general counsel for ANSI, passed away on September 13, 2012, at the age of 92. Mr. Rockwell was an expert in voluntary standardization, both nationally and internationally. His work helped to strengthen industrial competiveness and improve public safety. He began his career as an associate with William “Wild Bill” Donovan's Wall Street law firm in New York, and later served as ANSI general counsel and senior VP, until his retirement in 1992.

MLFI-25 Economic Activity Survey shows rises in new business.

November 28, 2012 ELFA Monthly Leasing and Finance Index (MLFI-25) for October showed overall new business volume at $7.6 billion, up 27% from same period in 2011 and down 7% from previous month. Year-to-date (YTD) cumulative new business volume increased 17%. Receivables over 30 days decreased to 1.7%, and charge-offs were down 0.4% from previous month and 43% from previous year. While credit approvals were unchanged, 66% of participants reported submitting more transactions for approval during October.

November 26, 2012 "A Bio-Inspired Polymeric Gradient Refractive Index Human Eye Lens," in OSA's open-access journal Optics Express, explains creation of artificial lens nearly identical to natural lens of human eye and also provides new material approach for fabricating synthetic polymer lenses. Made up of thousands of nanoscale polymer layers, lens may provide more natural performance in implantable lenses to replace damaged/diseased human eye lenses and also enhance ground/aerial surveillance technology.
