February 8, 2013 Middle and high school students in 725 teams across 44 states, District of Columbia, and Virgin Islands, are preparing for 2013 Team America Rocketry Challenge (TARC). Participating teams represent diverse group of students from urban and rural America. In light of Title IX's 40th anniversary, contest has also witnessed steady uptick in female participation; more than 20 all-girls teams will be competing this year. Top 100 teams will advance to National Finals on May 11 in The Plains, VA.
EPA proposes 2013 Renewable Fuel Standards.

February 7, 2013 EPA is proposing 2013 percentage standards for 4 fuel categories that are part of Renewable Fuel Standard program. EISA of 2007 established RFS2 program and annual renewable fuel volume targets, which steadily increase to overall level of 36 billion gallons in 2022. Proposed 2013 overall volumes and standards are: 1.28 billion gal, 1.2% biomass-based diesel; 2.75 billion gal, 1.60% advanced biofuels; 14 million gal, 0.008% cellulosic biofuels; and 16.55 billion gal, 9.63% total renewable fuels.

February 7, 2013 Association for Advancing Automation (A3) has launched new website, www.A3automate.org, which will be "used for informational and educational purposes as we continue to advocate for the industry," according to A3 President Jeff Burnstein. The website will also track major industry news stories and is considered to be the next step in engaging stakeholders from around the world and demonstrating why automation transforms how business is done.
ANSI welcomes 17 new members.

NIST Grants support development of teaching materials.

February 7, 2013 NIST will offer financial support to institutions developing teaching materials and curricula that are focused on important role played by technical standards in the global economy. The funds, which are expected to range from $25,000 to $100,000 per year for up to 2-year period, may be used to develop materials aimed at either undergraduate or graduate students. Under program, qualifying institutions will work with NIST Standards Services Curricula Development Cooperative Agreement Program.

As many as 600,000 manufacturing jobs remain unfilled and 70% of manufacturing companies report experiencing moderate to severe talent shortage. Addressing this crisis means taking steps to recruit, retain, and promote women.

Measurement data will be helpful in specifying, describing, or providing performance criteria for procurement and QA or service evaluation of operation characteristics of linear phased-array ultrasonic probes.
Nation's Construction Industry adds 28,000 jobs in January.

February 7, 2013 According to Feb 1 employment report by U.S. Department of Labor, construction industry unemployment rate shot up to 16.1% in January, despite addition of 28,000 jobs. Rate marks increase from 13.5% in December 2012, but decrease from 17.7% same time last year. Year over year, construction employment has risen by 102,000 jobs, or 1.8%. According to ABC Chief Economist Anirban Basu, winter months are notoriously seasonal and subject to construction employment fluctuation based on weather patterns.

Nonresidential Construction Spending increases 0.3% in December.

February 7, 2013 According to Feb 1 report by U.S. Census Bureau, nonresidential construction spending increased 0.3% in December, with outlays increasing to seasonally adjusted annual rate of $570.4 billion. Year over year, total nonresidential construction spending is up 1.2%. Increase was driven by private nonresidential construction, which rose 1.8% for month and was 7.6% higher than same time last year. Public nonresidential construction spending fell 1.4% in December and is 5.3% lower than same time last year.
EPA proposes changes to enhance confidence in RIN trading.

February 7, 2013 To help make Renewable Fuel Standard program more effective, EPA is proposing structured process for buyers of Renewable Identification Numbers to verify validity. Under proposal, RINs would be verified through voluntary quality assurance program that also includes alternative compliance options which leverage existing industry practices and market forces. QAPs would provide means for independent third parties to audit production of renewable fuel and verify that RINs have been validly generated.

February 6, 2013 ASTM D7521, Test Method for Determination of Asbestos in Soil, covers procedures through which to identify asbestos in soil, provide estimate of concentration of asbestos in sampled soil, as well as provide concentration of asbestos reported as number of asbestos structures per gram of sample. This standard was developed by Subcommittee D22.07 on Sampling and Analysis of Asbestos, part of ASTM International Committee D22 on Air Quality.

February 6, 2013 NEMA published ANSI C136.23-2012 American National Standard for Roadway and Area Lighting Equipment—Enclosed Architectural Luminaires, which covers physical, operating, maintenance, and light distribution features that permit use of architectural luminaires in roadway applications. Standard covers side-mounted, square, rectangular, cylindrical, spherical, and other types of decorative and nostalgic styles considered to be significant deviation from cobra head style covered in ANSI C136.14.

American National Standard covers dimensional, maintenance, and electrical features that permit interchange of similar enclosed luminaires that have same light distribution classification or type used in roadway or area lighting equipment.
