Optical Circuit uses bendable, stretchable interconnections.

February 20, 2014 Team of Belgian researchers reports progress in developing first optical circuit that uses interconnections that are not only bendable, but also stretchable. Made of rubbery transparent material called PDMS, interconnections guide light along their path even when stretched up to 30% and when bent around an object the diameter of a human finger. Team describes its work in a paper published in The Optical Society’s open-access journal Optics Express.
Annual EPA Enforcement Results highlight major violations.

February 18, 2014 Released by U.S. EPA, annual enforcement and compliance results demonstrate focus on, according to EPA's Cynthia Giles, "the biggest violators and the cases that make the most difference in protecting American communities from pollution." Giles cites such cases as the Deepwater Horizon disaster as well as Walmart's illegal handling of pesticides and hazardous waste. She also mentions nationwide reforms, reduced deadly air toxics, cleaned up toxic pollution, and generated funds.

February 17, 2014 U.S. EPA released revised underground injection control (UIC) program permitting guidance for wells that use diesel fuels during hydraulic fracturing activities. To clarify how companies can comply with law passed by Congress in 2005, guidance outlines for EPA permit writers where EPA is permitting authority; existing class II requirements for diesel fuels used for hydraulic fracturing wells; and technical recommendations for permitting those wells consistently with these requirements.

February 17, 2014 In meeting of NEJAC, EPA Administrator Gina McCarthy reaffirmed commitment to environmental justice. Meeting coincided with Presidential Proclamation by President Obama commemorating 20th anniversary of signing of Executive Order 12898. McCarthy recognized accomplishments over past 20 years and said agency, "will keep striving to improve the quality of life for all Americans by addressing the persistent environmental and health burdens faced by our most vulnerable populations."

FAA Proposes Civil Penalty against Amazon Fulfillment Services.

February 14, 2014 FAA is proposing $78,000 civil penalty against Amazon Fulfillment Services of North Las Vegas, NV for allegedly violating U.S. Department of Transportation Hazardous Materials Regulations with its shipment of one quart of high gloss enamel paint on August 29, 2013. Workers discovered leaking paint had soaked through shipping box, and investigators determined shipment was not accompanied by proper shipping papers. Also, box was not marked, labeled, or packed in accordance with regulations.
FAA Proposes Civil Penalty against Sierra Academy of Aeronautics.

February 14, 2014 FAA is proposing $204,050 civil penalty against Sierra Academy of Aeronautics of Atwater, CA for allegedly operating 9 Cessna 152 airplanes for total of 358 flights when they were not in compliance with Federal Aviation Regulations. Allegedly, Sierra mechanics failed to inspect planes' seat locking pins according to requirements of an Airworthiness Directive (AD). Also, FAA alleges Sierra improperly recorded maintenance log entry for one of said aircraft.

February 14, 2014 U.S. House of Representatives Committee on Homeland Security adopted Payne amendment, which is backed by NEMA and will result in assessment of actions needed to expand and strengthen capabilities of electrical power system to prepare for, respond to, mitigate, and recover from natural disaster or cyberattack. Specifically, amendment directs National Research Council to conduct study on resiliency and reliability of USA's power grid and related issues.

Arvizu holds bachelor's in mechanical engineering from New Mexico State University and a master's and Ph.D. in mechanical engineering from Stanford University.

February 14, 2014 Beginning in February 2014, Solvent Wipe rule from EPA will provide new exclusions for shop towels and wipes if they are managed correctly. Environmental Resource Center's Solvent Wipe Rule webcast aims to help understand answers to critical issues, such as applicability to cloth and paper wipes and rags, permissible types of solvents, towels that contain characteristic hazardous waste, and more. Course will be held from 1 to 2 pm Eastern Time on February 13 and 21 and March 7 and 19.

February 13, 2014 NEMA has published ANSI C136.46-2013 American National Standard for Roadway and Area Lighting Equipment—Concrete Lighting Poles, which includes nomenclature, performance criteria, marking and recordkeeping requirements, and certain minimal material needs. Standard does not cover concrete poles manufactured with any modified concrete mix incorporating the use of polymers or other modifiers.
