March 7, 2013 IPC APEX EXPO® hosted first IPC World Championship hand soldering competition on February 21. Contestants were challenged with building functional electronics assembly within 1 hr time limit. Fu Chunyan of Beijing Railway Signal Co. Ltd. in China won first place, second place went to Viengkeo (Gail) Sourivongs of Connecticut-based Imperial Electronic Assembly, and third place went to Wang He of China's Changchun Institute of Optics.
ACC's Monthly CAB suggests consumer confidence strengthening.

March 7, 2013 According to American Chemistry Council's (ACC) monthly Chemical Activity Barometer (CAB), U.S. economy continued to show slow expansion by increasing 0.6% over January on 3-month moving average (3MMA) basis. Year over year 3MMA showed 2.9% gain over February 2012, and February was CAB's seventh consecutive monthly gain. ACC's chief economist Dr. Kevin Swift noted, increase in chemical industry activity as "good sign for the overall health of the economy."
AAMA announces certification extension.

March 7, 2013 During 76th Annual Conference, AAMA announced approval of AAMA 106-13, Interim Procedural Guide, which will provide documented, optional process to extend current, unexpired AAMA product certification to any edition of AAMA/WDMA(/CSA) 101/I.S.2(/A440), North American Fenestration Standard/Specification for windows, doors, and skylights for period of 2 years for products that have had no changes. Also during Annual Conference, AAMA celebrated 50 Years of Gold Label Certification.
Proposed ASTM Concrete Standard will provide resistivity test.

March 6, 2013 ASTM WK37880, Test Method for Measuring the Surface Resistivity of Hardened Concrete Using the Wenner Four-Electrode Method will be used to quantify the resistivity of concreting materials that are widely used for construction around the world. Resistivity is a material property that quantifies degree to which an object prevents passage of electrical current. Intrinsic material property is independent of specimen size, so it is the useful quantity for characterizing concrete mixture.

Karen McConnell is currently a member of IPC Designers Council and serves on IPC’s 2-30 Terms and Definitions Committee as well as 5-21f Ball Grid Array Task Group. Linda Woody has served on 21 IPC committees, chaired 2-18d Printed Board Declaration Task Group, and currently serves as Chair of 2-18e Assembly Technology Declaration Task Group.
ANSI Releases Events Schedule for World Standards Week 2013.

March 6, 2013 ANSI announced its full schedule of events for World Standards Week (WSW) 2013, which will be held September 30 through October 4. Multiple meetings and forums will be held on varying topics. Other events include networking luncheon, new member orientation, awards dinner, and U.S. Celebration of World Standards Day (WSD) 2013. Registration ends September 27, 2013.
ANSI Signs MoU with Ontario for GHG accreditation program.

March 6, 2013 ANSI signed Memorandum of Understanding (MoU) with Canadian province of Ontario in connection with Ontario Ministry of Environment’s greenhouse gas (GHG) Emissions Reporting and GHG Verification Program. Through this MoU, Ontario and ANSI agree to cooperate in ANSI accreditation program for GHG validation and/or verification bodies (V/VBs). Program evaluates conformance of V/VBs against ISO International Standard ISO 14065.
ASTM Proposes Standard to evaluate wet road skid resistance.

March 5, 2013 Proposed standard ASTM WK40015, Test Method for Determining the Skid Resistance of a Pavement Surface by Measuring the Sideway Force Coefficient (SFCS) Using SCRIM, is based on test used by highway authorities in United Kingdom and other parts of the world since 1970s. Test described in said standard will be used primarily by highway authorities to evaluate wet road skidding resistance as means of reducing automobile accidents.
IR Digital Holography lets firefighters see through flames.

March 5, 2013 A team of Italian researchers has developed an imaging technique that uses infrared digital holography to peer through chaotic conflagrations and capture potentially lifesaving and otherwise hidden details. By employing specialized lens-free technique, researchers created system that can cope with flood of radiation from environments filled with flames as well as smoke. Team describes its breakthrough results and their applications in paper published in OSA's open-access journal Optics Express.
Proposed Standard to cover advances for asphalt adhesives.

March 5, 2013 ASTM WK40056, Specification for Adhesive Used with Modified Bituminous Sheet Materials, is being developed by Subcommittee D08.20 on Roofing Membrane Systems, part of ASTM International Committee D08 on Roofing and Waterproofing. Proposed standard will provide means of describing changes that have been made in formulation and performance of asphalt adhesives currently available. It will also provide a tool for purchasing latest asphalt adhesives for use with modified bitumen roof membranes.

March 5, 2013 NAM International Economic Policy Committee Chairman, Executive Committee Member, and Ball Corporation Chairman David Hoover issued statement on the Obama Administration’s trade agenda. According to Hoover, strong and robust exports are critical to competitiveness of manufacturers in the U.S. Action is needed to ensure successful results as soon as possible in the ongoing Trans-Pacific Partnership negotiations and in new talks with the European Union.

According to BIO's President and CEO Jim Greenwood, "the bipartisan legislation provides needed clarity for the regulatory process for medical countermeasures at the FDA and strongly encourages the agency to work with product sponsors to develop regulatory management plans, provide technical assistance, and help solve regulatory and scientific issues."

AIA Vows to Fight Sequestration and urges action.

March 5, 2013 "Despite our extreme disappointment that sequestration was not averted," said AIA President and CEO Marion C. Blakey, "we are by no means giving up the fight." Continuing Resolution for funding federal agencies through current fiscal year expires March 27, and Blakey identified that as next opportunity for Congress and President Obama to "halt the crisis that our industry has highlighted for nearly two years." Blakey said this period should be used to stop damage done to USA by sequestration.
NAM urges approval of Keystone XL pipeline.

March 5, 2013 Chip Yost, NAM Assistant VP of Energy and Resources Policy, released statement urging approval of Keystone XL pipeline after State Department issued draft Environment Impact Statement. According to Yost, release of draft EIS is a step in the right direction toward final approval of this important project. Pipeline will provide country with energy security as well as create 20,000 manufacturing and construction jobs and an additional 118,000 spin-off jobs.

NREL's Economic Benefit to Colorado totals $814.8 million.

March 4, 2013 According to study by University of Colorado's Leeds School of Business, net economic benefit of NREL to Colorado's economy was $814.8 million in fiscal year 2012. Jefferson County, where NREL's main campus is located and where half of NREL's employees live, enjoyed greatest economic impact, with $274.6 million. Although NREL's economic impact in Colorado fell 2.4% from FY 2011, it is still 38.5% higher than $588.3 million impact in FY 2009. Laboratory supported approximately 2,300 jobs in 2012.

NREL Research Fellow David Ginley received Materials Research Society's Woody Award, which recognizes volunteer who has made extraordinary contributions to Society.
