Vessel General Permit has been finialized by U.S. EPA.

April 8, 2013 EPA issued final vessel general permit, regulating discharges (including ballast water) from commercial vessels, in order to help protect nation's waters from ship-borne pollutants and reduce invasive species in U.S. waters. Final vessel general permit covers commercial vessels greater than 79 ft in length, excluding military and recreational vessels; regulates 27 specific discharge categories; improves permit process efficiency; and clarifies discharge requirements.

April 8, 2013 NEMA's Medical Imaging and Technology Alliance has published XR 29 Standard Attributes on Computed Tomography Equipment Related to Dose Optimization and Management. XR 29, also known as MITA Smart Dose, includes 4 key features of CT equipment that enable optimization or management of radiation dose delivery while also providing high quality medical images. They include: DICOM Radiation Dose Structured Report, CT Dose Check, Automatic Exposure Controls, and pediatric and adult reference protocols.
Bio-Diesel Fuel Company Owner sentenced for illegal scheme.

April 8, 2013 Following his guilty plea in December 2012 to 51 counts of wire fraud, 24 counts of money laundering, and 4 counts of making false statements in violation of Clean Air Act, Jeffrey David Gunselman was sentenced to 188 months in federal prison, fined $175,000, and ordered to pay more than $54.9 million in restitution. EPA's Cynthia Giles commented that "this sentence is the second significant penalty against an alleged bio-diesel producer who in fact produced no fuel at all."
Nonresidential Construction Spending up 0.7% in February.

April 8, 2013 According to April 1 construction spending report by U.S. Commerce Department, nation’s nonresidential construction spending rose 0.7% in February. Total nonresidential construction spending stands at $575.6 billion, and is up 2.6% from 1 year ago. In February, private nonresidential construction spending rose 0.4% on monthly basis and 6.1% on year-over-year basis, while public nonresidential construction spending expanded 1.1% on monthly basis, but was still 1.2% lower from same time last year.
AAMA releases courses on fenestration components.

April 5, 2013 AAMA recently released education courses on hardware, weatherstrip, and weatherseals, as well as sealants and adhesives used during factory fabrication, as part of association’s FenestrationMasters® program. Group 1 courses cover product types and design considerations; window, door, and skylight performance standards; proper glass selection; and specialty performance considerations, while Group 2 courses cover profile performance and material considerations, as well as coatings and finishes.
Proposed Cleaner Fuels/Cars Standard will reduce air pollution.

April 5, 2013 Based on input from auto manufactures, refiners, and states, U.S. EPA standards for cars and gasoline will reduce harmful pollution while also enabling efficiency improvements in cars and trucks. Measures include reducing smog-forming VOCs and nitrogen oxides by 80%, establishing 70% tighter particulate matter standard, and reducing fuel vapor emissions to near zero. Proposal will also reduce vehicle emissions of toxic air pollutants, such as benzene and 1.3-butadiene, by up to 40%.

April 5, 2013 Based on information and analysis that became available after rule was finalized, U.S. EPA issued updates to pollution limits for new power plants under mercury and air toxics standards. Updates are largely technical and will have no impact on sensible and cost-effective standards already set for existing power plants. Also, public health benefits and costs of rule remain unchanged. Updates ensure emissions limits are achievable and pollution levels can be measured continuously.

April 5, 2013 BIO and BioFlorida commend passage of Senate Bill 732 by Florida Senate Committee on Health Policy. If signed into law, this legislation will ensure doctors are made aware that biosimilar medicines were substituted for interchangeable biologic medicines by pharmacist. This bill also seeks to ensure records of biosimilar substitution are kept for reasonable amount of time. Policies outlined in Senate Bill 732 align with all 5 of BIO's biologic substitution principles.

Q2 report predicts growth in first half of year will be limited by relatively weak demand and fiscal policy uncertainty. By second half of 2013, investment activity is expected to accelerate due to improving housing sector, resurgence of U.S. manufacturing, energy renaissance, and relief from policy uncertainty.

April 5, 2013 Scientists at Joint Quantum Institute of NIST and University of Maryland demonstrated possibility of storing visual images within thin vapor of rubidium atoms, which may help in creating memory for quantum computers. Spatially addressable readout and erasure of an image in a gradient echo memory, which appeared in New Journal of Physics, builds on approach developed at Australian National University, where scientists showed rubidium vapor could be manipulated using magnetic fields and lasers.

April 4, 2013 EPA will begin assessments on 23 commonly used chemicals, with specific focus on flame retardant chemicals, to more fully understand potential risks to people's health and environment. As EPA develops draft risk assessments, agency will use information available through range of publicly available data sources. EPA also encourages submission of additional relevant information, such as unpublished studies and information on uses/potential exposures, so that they may be included in review.

Standard would set down list of requirements for OH&S system to provide organizations with increased control over related risks.

In addition to definitions of important terms, ASTM D7495 contains guidance on role of personnel at accreditation bodies, accreditation process, proficiency testing requirements, and assessment reports.
