April 22, 2013 Obama Administration has proposed Fiscal Year 2014 budget of $8.153 billion for the U.S. Environmental Protection Agency. EPA’s FY 2014 request will allow EPA to continue its progress in addressing climate change; protecting nation’s air, waters, and lands; supporting sustainable water infrastructure; and assuring safety of chemicals. EPA will continue to lay groundwork to transform the way it does business, ensuring best use of human and financial resources.
NREL to build solar performance database.

April 22, 2013 NREL has launched initiative to build open-source database of real-world performance from solar facilities across the country. Part of DOE's SunShot Initiative, Open Solar Performance and Reliability Clearinghouse (O-SPaRC) will improve access to capital by enabling credit rating agencies and potential investors to assess underlying risk of asset class. It will also give private market tools to develop investment vehicles such as asset-backed securities and real estate investment trusts.
Photography Contest seeks to capture transportation's importance.

April 22, 2013 AASHTO announced commencement of its ninth annual Faces of Transportation photography contest, which asks state transportation department employees and private citizens to photograph those people and projects which are making communities better while emphasizing importance of transportation. This year's theme, "A Snapshot of Transportation in America," includes 3 new categories: Building the Future, Opening Communities, and Taking the Road Less Traveled. Entries are due by July 31, 2013.
FY 2014 Budget emphasizes advanced manufacturing, cybersecurity.

April 22, 2013 Prioritizing NIST research in advanced manufacturing and crucial cybersecurity initiatives, President's fiscal year (FY) 2014 budget proposes $928.3 million for NIST. This increase of $177.5 million from FY 2012 enacted levels, according to Under Secretary of Commerce for Standards and Technology and NIST Director Patrick Gallagher, "will allow NIST to address high-priority scientific and technical issues...critical to U.S. economic competitiveness and innovative capacity."
NIST to host symposium on ontology evaluation.

April 22, 2013 On May 2-3, NIST is hosting symposium on how to develop and evaluate ontologies—formal, computer-readable definitions of terms and their interrelationships. To create useful ontology, there must be a way to evaluate quality of model, but there are no universally accepted ways to do so. Accordingly, subject of this year’s symposium is "Ontology Evaluation Across the Ontology Lifecycle." Goal is to identify best practices, tools, and methodologies for ontology development and evaluation.

Proposed Standard addresses hydrogen fuel quality analysis.

April 19, 2013 Proposed ASTM International standard, ASTM WK34574, Test Methods for Determination of Organic Halides, Total Non-Methane Hydrocarbons and Formaldehyde in Hydrogen Fuel by Gas Chromatography and Mass Spectrometry, will be used by laboratories to monitor quality of hydrogen fuel for fuel cell vehicles to satisfy requirements of SAE J2719. Proposed test method will allow users to monitor formaldehyde and each hydrocarbon compound at one part per billion.

April 19, 2013 NAM announced it would key vote in support of H.R. 624, Cyber Intelligence Sharing and Protection Act (CISPA). According to NAM's Aric Newhouse, "Preparation is a critical line of defense from cyber threats, and we believe CISPA will help protect manufacturing jobs and intellectual property." Manufacturers have supported solutions that offer necessary protections and information sharing without adding duplicative regulations that do not improve security.

ODVA's first action was to form standing committee to define strategic market requirements for new areas of technical work. It will publish white paper describing ODVA's vision for process automation and resulting technical approach.
