February 28, 2013 U.S. EPA recognized 5 medical centers and universities with the Energy Star Combined Heat and Power Award for their efforts to reduce emissions that threaten public health while increasing energy reliability and efficiency. CHP, also known as cogeneration, simultaneously produces electricity and useful heat from single energy source, such as natural gas, ensuring the award-winning hospitals and universities can continue to operate in event of power outage.
ASABE Completes Revision of front-mounted PTO standard.

February 28, 2013 ASABE has completed revision to previously adopted ISO standard ISO 8759-1:1998. Revision, ANSI/ASABE AD8759-1:1998 JAN2013, Agricultural wheel tractors – Front-mounted equipment – Part 1: Power take-off and three-point linkage, features standardized Type 1 PTOs with 35 mm dia, 540 rpm, and anti-clockwise rotation as viewed from front of tractor. Other changes include specifying same anti-clockwise rotation for Type 2 and Type 3 PTOs.
ASTM Symposium focuses on extended service engine coolant tests.

February 28, 2013 To be held in Indianapolis, IN on May 23, Global Testing of Extended Service Engine Coolants and Related Fluids symposium will clarify areas for focus in development of new engine coolant test methods. Event will provide forum for exchange of engine coolant test methods as well as developments in aqueous and anhydrous engine coolant fluid technologies, discussion of application of engine coolant test methods, and review updates needed for ISO 22241 Specifications for Diesel Exhaust Fluid.
ASTM Committee develops standard to aid heap leaching.

February 28, 2013 ASTM F2987, Specification for Corrugated Polyethylene Pipe and Fittings for Mine Heap Leach Aeration Applications, describes how corrugated polyethylene pipes and fittings can be more effectively used to facilitate aeration process in heap leaching. Corrugated PE pipe and fittings covered by ASTM F2987 are intended for deep underground applications. According to F17 member James Goddard, standard sets quality level that assures pipe manufactured to it will perform as required in design.

February 28, 2013 U.S. EPA issued approval for new feedstocks and biofuel processes under Renewable Fuel Standard. First proposed in January 2012, rule clears path for advanced and cellulosic biofuels from camelina and energy cane, as well as renewable gasoline from previously approved biomass sources, to contribute to U.S. energy security and GHG reductions. With approval of energy cane and renewable gasoline, there are now 5 pathways for producing cellulosic biofuels that meet RFS volume requirements.
Study Finds Carbon Tax would hurt manufacturing growth.

February 28, 2013 Released by NAM and conducted by NERA Economic Consulting, Economic Outcomes of a U.S. Carbon Tax finds that levying carbon tax would impact millions of jobs and result in higher prices for natural gas, electricity, gasoline, and other energy commodities. Report says manufacturing output in energy-intensive sectors could drop by as much as 15.0%. According to NAM President and CEO Jay Timmons, "A carbon tax will severely harm our ability to compete with other nations."

February 27, 2013 According to February 2013 PMA Business Conditions Report, 37% of participants predict that economic activity will improve during next 3 months, up from 32% in January, while 55% believe that activity will remain unchanged, and only 8% anticipate decline, down significantly from 18% in January. Metalforming companies also expect incoming orders to strengthen, with 50% forecasting increase in orders, up from 44% in January, and 11% predicting decrease in orders, down from 25% in January.

It will be used by those seeking civil aviation authority approval in the form of flight certificates, flight permits, or similar documentation for aircraft.

February 27, 2013 ELFA's Monthly Leasing and Finance Index (MLFI-25) for January shows overall new business volume at $5.9 billion, up 16% from same period in 2012 and down 49% from December. Receivables over 30 days increased to 1.8% from December's 1.6% but were down from 2012's 1.9%. Charge-offs were 0.3%, down from 0.6% in December. Credit approvals, also down from December by 0.3%, totaled 78.3%, while total equipment finance company headcount was up 0.7% from previous month and 0.6% year over year.
BIO World Congress will look at building bio-based economy.

February 26, 2013 BIO announced its plenary session program for 2013 World Congress on Industrial Biotechnology, which will take place June 16–19 in Montreal, Canada. According to BIO's Brent Erickson, "sessions will highlight the growing biobased economy as we learn about advances and commercialization in biofuels and renewable chemicals." Sessions will include, among others, Global Outlook on Industrial Biotechnology, Building a Sustainable Biobased Industry, and Feeling the Heat of the Biofuels Boom.

February 26, 2013 According to February 2013 Monthly Confidence Index for the Equipment Finance Industry, confidence is up for third consecutive month at 58.7, an increase from January index of 54.2, reflecting increasing optimism despite wary eye on economic conditions and government management of fiscal policies. When asked to assess their business conditions over next 4 months, 20% of executives said they believe conditions will improve, up from 6.1% in January, and only 2.9% believe conditions will worsen.

February 26, 2013 State DOT Two Minute Update video on AASHTO's Transportation TV features Robert St. Onge, Secretary of the South Carolina Department of Transportation, outlining his agency's efforts to improve efficiency and transparency. In video, St. Onge states South Carolina has fourth largest state-managed road network in USA and fourth lowest gas tax. Also, St. Onge says streamlining delivery of transportation projects to save time and reduce construction costs is on his list of priorities.
