May 6, 2013 Introduced by NIST, measurement tool will help device designers, manufacturers, and customers see 8 common dimensional and material property measurements key to device performance. Test chips, Reference Materials 8096 and 8097, are QA tools that enable comparisons of measurements on MEMS devices made with different equipment and by different labs/companies. Capabilities will facilitate characterization and troubleshooting, instrument calibration, and communication.
NIST transfers time signals over wireless optical channel.

May 6, 2013 By bouncing eye-safe laser pulses off mirror on hillside, researchers at NIST have transferred ultra precise time signals through open air with precision equivalent to "ticking" of world's best next-generation atomic clocks. Described in Nature Photonics, demonstration shows how next-generation atomic clocks at different locations could be linked wirelessly to improve geodesy, distribution of time and frequency information, satellite navigation, radar arrays, and other applications.

May 6, 2013 Following Office of U.S. Trade Representative's (USTR) release of Special 301 Report, BIO shared concern over weak IP enforcement efforts of foreign nations. Report details failings of India, China, Brazil, and Canada, among others, to provide adequate IP protection for biotechnology companies, or their adding of bureaucratic hurdles to patentability. Organization encouraged USTR, in recent Special 301 Submission, to perform out-of-cycle reviews of these countries' patent systems.

Holder is BELFOR's national safety director and heads Environmental Services division. In restoration industry for over 20 yr, he served on task force that created RIA Glossary of Standardized Terms, and on RIA Restoration Council. Holder currently serves on association's task force creating first restoration industry accounting guideline.

May 6, 2013 U.S. EPA, Department of Justice, and U.S. Attorney's Office for the Western District of Wisconsin announced Clean Air Act settlement with Wisconsin Power and Light Company that will reduce air pollution from 3 coal-fired power plants located near Portage, Sheboygan, and Cassville. WPL and its co-defendants agreed to invest more than $1 billion in pollution control, spend $8.5 million on environmental mitigation projects, and pay civil penalty of $2.45 million to resolve alleged violations of CAA.
ASTM releases compilation of surface preparation standards.

Publication provides the latest research, standards, and testing protocols for the surface preparation community. May 6, 2013 As reported in OSA's open-access journal Optics Express, team of researchers from Taiwan and Mexico has developed lighting system design that utilizes high-efficiency LEDs and ensures they shine only where needed. This spares surrounding homes and evening sky from unwanted illumination. "High-performance LED street lighting using microlens arrays" co-author Ching-Cherng Sun said system offers adaptability to different street lamp layouts and is based on 3-part lighting fixture.
North American EBCI indicates continued improvement in April.

May 6, 2013 NEMA's April 2013 Electroindustry Business Confidence Index (EBCI) for current North American business conditions indicates continuing improvement in business environment, rising to 66.7 from 65.9 in March. Confidence in future business conditions, however, declined in April but remains firmly in positive territory. Also, EBCI for North American conditions 6 months hence dropped to 80.6 from 90.9 in March.

AAMA 909-13, Voluntary Specification for Cycle Performance and Testing of Side-Hinged Exterior Door Multipoint Locking Hardware establishes minimum performance requirement and test procedure to evaluate durability of multipoint locking door hardware. Test methods and evaluation criteria in AAMA 909 ensure rigorous representation of real-world lock use.

EPA Proposal targets power plant toxic pollutants discharge.

May 3, 2013 In accordance with consent decree and in line with requirements under Clean Water Act, U.S. EPA will propose options to help reduce dangerous pollutants, including mercury, arsenic, lead, and selenium, released into America's waterways by coal ash, air pollution control waste, and other waste from steam electric power plants. Proposal includes options for whether and how said waste streams should be treated, and EPA will take comments on all of these options to help inform most appropriate final standard.

Using synthetic loads and waveform generators to represent products, to reduce testing burden, standard also provides power supply current requirements for LLE and digital dimmer compatibility. May 3, 2013 By demonstrating 52% energy use reduction, Demarest Elementary School in Bloomfield, NJ won EPA's 2012 Energy Star Battle of the Buildings competition. Over 3,000 schools, businesses, and government buildings across USA competed to see which could reduce its energy use by most in one year. Together, this year's competitors cut energy costs by $50+ million, saved 3+ billion kBtus of energy, and reduced annual greenhouse gas emissions equal to amount of electricity used by 43,000+ homes.
NIST announces plan to sponsor first cybersecurity FFRDC.

They have no bias toward any particular company, technology, or product.
