Proposed Vacuum Cleaners Standard to cover HEPA filtration.

April 9, 2013 ASTM International Committee F11 on Vacuum Cleaners has formed new task group to develop proposed standards for high efficiency particulate air filtration, typically known as HEPA. Standards will clarify methodology and criteria used to define HEPA filtration for sealed vacuum cleaner systems and filter components used in residential and commercial settings, as well as provide both retail buyers and consumers a means of comparing manufacturer filtration claims and filtration benefits.

April 9, 2013 Based on extensive input from auto manufactures, refiners, and states, U.S. EPA proposed sensible standards for cars and gasoline that will significantly reduce harmful pollution, prevent thousands of premature deaths and illnesses, while also enabling efficiency improvements in cars and trucks. An important component of administration’s national program for clean cars and trucks, standards will help avoid up to 2,400 premature deaths/year and 23,000 cases of respiratory ailments in children.
Settlement with Dominion Energy reduces harmful pollution.

April 9, 2013 Department of Justice and U.S. EPA announced that Dominion Energy has agreed to pay $3.4 million civil penalty and spend approximately $9.8 million on environmental mitigation projects to resolve Clean Air Act violations. Settlement will result in reductions of nitrogen oxides, sulfur dioxide, and particulate matter by more than 70,000 tons per year, across 3 of utility’s coal-fired power plants, located in Kincaid, IL, State Line, IN, and Somerset, MA.

April 9, 2013 Ozden Ochoa, Ph.D., received Wayne W. Stinchcomb Memorial Award from ASTM International Committee D30 on Composite Materials for her technical and humanitarian leadership. Presented every 2 years at Committee D30 spring symposium, award honors individuals who have made outstanding contributions in research, engineering, or teaching technology of composite materials. Ochoa's research contributions have resulted in 200+ journal and proceeding publications, technical reports, and one book.
FAA extends tower closure date.

April 9, 2013 Last month, FAA announced it would eliminate funding for 149 federal contract air traffic control towers as part of agency’s required $637 million budget cuts under sequestration. FAA said today that it will delay tower closures until June 15, allowing agency to attempt to resolve multiple legal challenges to closure decisions. As part of tower closure implementation process, agency continues to consult with airports and operators and review appropriate risk mitigations.

FAA and PANYNJ Reach Agreement on airport safety violations.

April 9, 2013 FAA and Port Authority of New York and New Jersey (PANYNJ) reached settlement agreement concerning aircraft rescue and firefighting (ARFF) violations from December 2010 to June 2012 at 4 New York area airports: John F. Kennedy, Teterboro, LaGuardia, and Newark Liberty International. Under terms of said agreement, PANYNJ agrees to pay $3.5 million fine within 30 days. Additionally, PANYNJ will take several actions, with FAA approval, to address underlying problems.

April 9, 2013 Hydraulic Institute, under approval of ANSI, is seeking qualified individuals in North America to participate in review process for draft of updated standard, American National Standard for Pumps – Controlled-Volume Metering Pumps for Nomenclature, Definitions, Application, and Operation. ANSI/HI 7.1-7.5 applies to reciprocating positive displacement pumps typically used for injection of chemical additives, proportional blending of multiple components, or metered transfer of single liquid.

April 8, 2013 At South Pole Telescope, NIST Boulder researcher Johannes (Hannes) Hubmayr spent several weeks optimizing performance of NIST camera delivered in 2011. Said camera measures signals generated fractions of a second after Big Bang, helping scientists learn about conditions and evolution of early universe. Hubmayr's tasks included snowmobiling across Antarctic tundra to set up equipment and climbing on top of telescope to sweep snow away from dish.

April 8, 2013 IPC North American PCB Market Report showed what market segments underlie 10% contraction in February PCB sales versus February 2012. Bookings increased slightly in rigid PCB segment in February 2013, pushing total PCB book-to-bill ratio up to 1.06. After decline in 2012, PCB book-to-bill ratio has been positive since January 2013. According to IPC's Sharon Starr, "This suggests that the PCB industry’s recovery is merely delayed and we hope to see some improvement in the coming months."

April 8, 2013 EPA issued final vessel general permit, regulating discharges (including ballast water) from commercial vessels, in order to help protect nation's waters from ship-borne pollutants and reduce invasive species in U.S. waters. Final vessel general permit covers commercial vessels greater than 79 ft in length, excluding military and recreational vessels; regulates 27 specific discharge categories; improves permit process efficiency; and clarifies discharge requirements.
