Temporal Methods Standard covers product perceptions over time.

June 27, 2013 Proposed standard ASTM WK41798, Guide for Temporal Methods, is being developed by Subcommittee E18.04 on Fundamentals of Sensory. Based on workshop findings, standard will address principles concerned with time-related sensory perceptions. These include data collection under range of conditions and temporal rates, elaborating on single-attribute measurements to address multiple attributes and multiple events or exposures, and exploring analysis of data obtained through these methods.
ASTM Wood Committee Bestows Award of Merit upon Borjen Yeh.

June 27, 2013 Borjen (B.J.) Yeh, Ph.D., received Award of Merit and accompanying title of fellow for his contributions to development of international standards for ASTM International Committee D07 on Wood. ASTM International members since 1990, Yeh works on multiple D07 subcommittees and is chairman of D07.02 on Lumber and Engineered Wood Products. He is also member of several other ASTM committees and, outside ASTM, is member of several other organizations/associations.
Energy Department and NREL announce new research center.

June 27, 2013 Energy Department and NREL announced 182,500 ft² Energy Systems Integration Facility (ESIF) in Golden, CO as latest Energy Department user facility, and only one in USA, focused on utility-scale clean energy grid integration. Facility's first industry partner, Colorado-based Advanced Energy Industries, has already signed on to start work at ESIF in developing lower cost, better performing solar power inverters. ESIF will house 15+ experimental laboratories and several outdoor test beds.
EPA Seeks Input on clean air standards for solid waste landfills.

June 27, 2013 U.S. EPA invites small businesses, governments, and not-for-profit organizations to participate as Small Entity Representatives (SERs) for Small Business Advocacy Review (SBAR) Panel, which will focus on agency's review of its New Source Performance Standards (NSPS) for municipal solid waste landfills. Panel members ask select SERs to provide advice and recommendations to provide information about potential impacts of proposed rule on small entities.
IEEE Honors NREL's Keith Emery with William R. Cherry Award.

June 27, 2013 Keith Emery, a principal scientist at NREL, received William R. Cherry Award at 39th IEEE (Institute of Electrical and Electronics Engineers) Photovoltaic Specialists Conference in Tampa Bay. Over his career, Emery worked to bring certainty to claims made by solar companies about efficiency of their PV cells and modules. He also wrote 320 scientific publications. Emery gives much due credit to colleagues who work in his lab and have, on average, ~16 years at NREL.
Ash Grove Cement Corporation to pay $2.5 million penalty.

June 27, 2013 EPA and Department of Justice announced that Ash Grove Cement Company has agreed to pay $2.5 million penalty and invest approximately $30 million in pollution control technology at its 9 Portland cement manufacturing plants to resolve alleged violations of the Clean Air Act. Agreement will reduce more than 17,000 tons of harmful NOx and SO2 pollution each year across plants. In addition, Ash Grove has agreed to spend $750,000 to mitigate effects of past excess emissions from several facilities.

USAID/ANSI Alliance to aid countries with TBT compliance.

June 27, 2013 ANSI and United States Agency for International Development (USAID) have agreed to collaborate on multiyear public-private partnership intended to assist developing countries in implementing their commitments under World Trade Organization's Technical Barriers to Trade (TBT) agreement. ANSI and USAID will oversee the selection process, with input from U.S. government and private-sector experts. Expressions of interest from developing country partners are now being accepted.
NIST Test helps improve firefighter breathing equipment.

June 27, 2013 As of September 1, 2013, standard firefighter breathing equipment cannot be certified to NFPA standards unless facepiece lenses pass test developed by NIST. Said test is designed to reduce degradation and possible failure of facepiece lens in SCBA under high-heat firefighting conditions. Incorporated within 2013 update of its standard for SCBA units, new Elevated Temperature Heat and Flame Resistance Test exposes SCBA to 500°F for 5 min in oven followed by 10 sec of direct flame contact.
NIST Microscopy Technique could aid 3D component development.

June 27, 2013 Through-Focus Scanning Optical Microscopy (TSOM) technique, developed at NIST for improving optical microscopes, has been applied to monitoring next generation of computer chip circuit components. Sensitive to features as small as 10 nm across, TSOM has been shown to detect tiny differences in 3D shapes of circuit components. This addresses industry measurement challenges for manufacturing process control and maintaining viability of optical microscopy in electronics manufacturing.
Proposals Requested to help GA transition to unleaded fuels.

June 27, 2013 FAA has asked world's fuel producers to submit proposals for fuel options that would help general aviation (GA) industry make transition to unleaded fuel. FAA will assess viability of candidate fuels in terms of their impact on existing fleet, their production and distribution infrastructure, their impact on environment and toxicology, and economic considerations. Fuel producers are asked to submit data packages for candidate replacement unleaded fuel formulations by July 1, 2014.

NREL Fills Leadership Role for Energy Systems Integration.

June 26, 2013 On June 24, Bryan J. Hannegan will join Energy Department's National Renewable Energy Laboratory as associate laboratory director for Energy Systems Integration. NREL Director Dan Arvizu cited Hannegan's "unique background as a scientist, engineer, and manager," claiming his experience "will provide NREL with leadership in this important field of energy integration." Hannegan will lead NREL's energy integration research programs, which address issues across entire energy system.

NREL launches open-source system for data collection/analysis.

June 26, 2013 Used on its own campus, NREL's open-source system stores, integrates, and aligns energy-related time-series data. Energy DataBus can collect data from control systems using BACNet protocol, from electrical meters via ModBus protocol, and from weather sensors via web requests to on-site weather station. Suitable for single buildings as well as large campuses, software can store large amounts of data collected at high frequencies, and integrate data into single database.
EPA awards students for sustainable environmental solutions.

June 26, 2013 EPA announced that 7 university and college teams received P3 Award for their innovative solutions to public health and environmental challenges. EPA’s People, Prosperity and the Planet award competition was held at the 9th Annual National Sustainable Design Expo and featured approximately 300 student innovators showcasing their sustainable project. Each award winning team qualifies to receive grant of up to $90,000 to further develop their design and potentially bring it to marketplace.

Methodology uses matrix format to aid process of analyzing proposed or existing standard in light of relevant characteristics. Potential uses include clarifying goals during development of standard and providing insight into issues and concerns related to implementing separate standards.
ISO Prize honors individuals contributing to standardization.

June 26, 2013 ISO Prize, an award created on the recommendation of Dr. Boris Aleshin, ISO's immediate past-president, is intended to honor an individual outside the ISO community who has made significant contributions to the wider understanding and use of ISO voluntary consensus standards. International Organization for Standardization will present the award and prize of 20,000 Swiss francs to the winner at the 2013 ISO General Assembly in Saint Petersburg, Russia.
