July 8, 2013 NIST Material Measurement Laboratory and ASM International have formed Structural Materials Data Demonstration Project. Leveraging overlapping interests and strengths, this collaboration will establish data repository focused on metallic structural materials. Data repository will support data for use at number of length scales, and open access will provide materials digital data community with resource for data analytics and informatics, modeling and simulation, and educational purposes.

Biobased Markets Program has improved consumer education and choice by labeling 900 biobased products from February 2011 until January 2013. Federal policy encourages companies to make investments, bring innovative technology to market, and create new employment and economic opportunities in the U.S.
NAM Comments on delay of ACA implementation.

July 8, 2013 Administration announced, via blog post, it would delay collection of data needed to enforce employer-mandate under Affordable Care Act (ACA). NAM Vice President of Human Resources Policy Joe Trauger called this postponement "good news" but pointed out that this does not "halt or reverse the cost increases absorbed by employers and employees since the adoption of the law – nor does it prevent future increases." Trauger also called for focus on increased cost of coverage due to ACA.
EPA strengthens Energy Star requirements.

July 8, 2013 Under EPA's new standards, Energy Star certified residential refrigerators and freezers will use at least 10% less energy than models meeting 2014 federal minimum efficiency standards. Certain Energy Star refrigerators and freezers with "connected" features will provide new convenience and energy-saving opportunities, allowing consumers to view real-time energy use, receive energy-related messages, such as an alert when door has been left open, and manage appliance settings remotely.

NREL reports 31.1% efficiency for III-V solar cell.

July 5, 2013 NREL has announced world record of 31.1% conversion efficiency for 2-junction solar cell under one sun of illumination. Made of gallium indium phosphide cell atop gallium arsenide cell, tandem unit has area of about 0.25 cm² and was measured under AM1.5 global spectrum at 1,000 W/m². Cell is covered on front with bilayer anti-reflection coating, and on back with highly reflective gold contact layer. Work was done at NREL as part of DOE's Foundation Program to Advance Cell Efficiency.

July 5, 2013 As reported via their paper "Switchable telescopic contact lens" in OSA's open-access journal Optics Express, team of DARPA-funded researchers from USA and Switzerland, led by University of California San Diego Professor Joseph Ford, have created slim, telescopic contact lens that can switch between normal and magnified vision. With refinements, this system could offer age-related macular degeneration (AMD) patients way to enhance their vision.

It is hoped that ASTM E2909 will empower organizations to adopt standard methods for presenting data in nanotechnology publications, as well as provide researchers with guidelines for representing nanomaterials and characterizations to achieve cross-material comparison.

July 5, 2013 Nuclear Energy Standards Coordination Collaborative (NESCC), joint initiative of ANSI and NIST, released agenda for spring meeting (July 23, 2013 in Washington, DC). Meeting will include presentations on nuclear energy standards from ISO Technical Committee (TC) 85 on nuclear energy and the lessons learned during construction of Vogtle Electric Generation plant near Waynesboro, GA as well as discussion of NESCC framework document and results of survey of NESCC members.

EPA's Tier III Rule can encourage adoption of biofuels.

July 3, 2013 BIO urged EPA to issue final Tier 3 Motor Vehicle Emission and Fuel Standards rule that maximizes investment in and adoption of advanced biofuels. According to Brent Erickson, executive VP of BIO's Industrial and Environmental Section, encouraging biofuels, including higher blends of ethanol and drop-in biofuels, would help meet EPA’s overall goal in this rulemaking to address the impacts of motor vehicles and fuels on air quality and public health.
IREC Revises Model Rules for Shared Renewable Energy Programs.

July 2, 2013 IREC has released updated version of its Model Rules for Shared Renewable Energy Programs. Revised in collaboration with Vote Solar Initiative, Model Program Rules still aid stakeholders in developing shared renewables programs to broaden renewable energy access to more consumers. According to NREL’s Joe Wiedman, updated rules "are a clear and current primer on shared renewable energy, covering all of the major issues relevant to these programs."
