Chinese Government suspends cyanide-gold plating ban.

September 27, 2013 On September 23, 2013, NDRC of China issued circular postponing implementation of regulation that would have eliminated cyanide-gold plating at end of 2014. IPC staff and its members in USA and China, along with China Printed Circuits Association and other industry associations, were influential in this decision. In its notice, NDRC cited importance of gold plating materials, worldwide use of cyanide-gold plating processes, and concerns regarding gold potassium citrate plating processes.
BIO, Member Companies urge Congress to pass 5-year Farm Bill.

September 27, 2013 Along with group of renewable chemical companies and state advocacy organizations, BIO wrote to chairpersons and ranking members of House and Senate Committees on Agriculture to urge passage of 5-year Farm Bill that includes Senate's language on Energy Title. Title IX of Senate-passed Farm Bill (S.954) provides mandatory funding to USDA energy programs and grants renewable chemicals companies access to Biorefinery Assistance Program and Biomass Research and Development Program.

A member of ASTM International since 1982, Delery has served as chairman of C13 since 2007 and received Robert R. Litehiser Award from the committee in 2000.

BIO Urges EPA to Reject petroleum industry RFS waiver petition.

September 26, 2013 In an 11-page letter to Environmental Protection Agency (EPA) Administrator Gina McCarthy, BIO's Brent Erickson urged rejection of recent petition from American Petroleum Institute and American Fuel and Petrochemical Manufacturers for waiver of 2014 volume obligations under Renewable Fuel Standard (RFS). Erikson cited waiver seekers' blocking of investment in infrastructure and creation of marketing challenges as having created same situation from which they are requesting relief.

September 25, 2013 R. Douglas Hooton, Ph.D., tenured professor in Department of Civil Engineering at the University of Toronto, Ontario, received Frank E. Richart Award for his meritorious contributions to ASTM International Committee C09 on Concrete and Concrete Aggregates. ASTM International member since 1981, Hooton is honorary member of both C09 and Committee C01 on Cement. He also chairs Subcommittees C01.29 on Sulfate Resistance and C09.67 on Resistance to the Environment.

CITGO to Reduce Air Pollution, Pay Penalty for CAA violations.

September 25, 2013 As announced by Department of Justice and U.S. EPA, Houston-based CITGO Petroleum Corp (CITGO) agreed to pay $737,000 civil penalty and to implement projects to reduce harmful air pollution. This resolves alleged violations of Clean Air Act (CAA) at CITGO's petroleum refining facilities located in Lemont, IL and Lake Charles (Westlake), LA. Additionally, settlement requires CITGO to implement projects expected to reduce emissions of VOCs, including toxics, by >100 tons over next 5 years.

Over 4 days, participants will compete against each other to build functional electronics assembly within 45-minute time limit. Assemblies will be judged on soldering in accordance with IPC-A-610E Class 3 criteria, speed at which assembly was produced, and overall electrical functionality of assembly.
ELFA MLFI-25 reports new business down 7% year-over-year.

September 25, 2013 According to ELFA's Monthly Leasing and Finance Index (MLFI-25), overall new business volume for August 2013 was $6.4 billion. This number is down 7% from August 2012. Month-over-month, new business volume was down 11% from July, and year to date cumulative new business volume increased 8% compared to 2012. Separately, Equipment Leasing & Finance Foundation's Monthly Confidence Index (MCI-EFI) for September is 61.3 – steady with August index of 61.0.
