October 30, 2008 Reporting economic activity for $650 billion equipment finance sector, Monthly Leasing and Finance Index showed overall new business volume for September decreased 2.4% when compared to same period in 2007. When comparing 3Q 2007 to 3Q 2008, new business volume was down 0.1%. However, cumulative year-to-date new business volumes show increase of 1.9% compared to 2007. Also, according to September data, month-to-month new business volume increased by 22.3%, from $5.3 billion to $6.5 billion.

October 30, 2008 Described in recent paper, NIST's Electronic Noses combine sensitive detector technology capable of distinguishing hundreds of different chemical compounds with pattern-recognition module that mimics the way animals recognize odors. Detector could be useful for applications such as sniffing out nerve agents, environmental contaminants, and trace indicators of disease, in addition to monitoring industrial processes and aiding in space exploration.

October 30, 2008 Under development at NIST, technique termed "Through-focus Scanning Optical Microscope" imaging analyzes nanoscale dimensions with nanoscale measurement sensitivity. Instead of repeatedly focusing on sample to acquire best image, technique captures series of images with optical microscope at different focal positions and stacks them one on top of the other to create TSOM image. Potential applications include nanomanufacturing, semiconductor process control, and biotechnology.

October 30, 2008 In report titled "Federal R&D Agenda for Net-Zero Energy, High-Performance Green Buildings," NSTC sets out agenda for research and development on technologies to decrease use of natural resources and improve outdoor environments while reducing greenhouse gases and other harmful pollutants from building sector. NIST played key role in developing report's goals for measurement science methods, energy efficiency technologies, indoor environment quality, and knowledge transfer.

October 30, 2008 NIST is recruiting from business, education organizations, health care providers, nonprofits, and other groups to serve on the 2009 Board of Examiners for the Malcolm Baldrige National Quality Award. Examiners evaluate applications for the award and prepare feedback reports to applicants that cite strengths and opportunities for improvement. The application form will be available starting November 5, 2008 and the submittal deadline is on January 6, 2009.

October 30, 2008 At the 2008 ANSI Awards Banquet on October 22, Belinda L. Collins, Director of NIST Technology Services, was awarded the Howard Coonley Medal. Ajit Jillavenkatesa, manager of programs that work to remove standards-related barriers to trade, won an ANSI Next Generation Award while Gordon Gillerman, an expert in conformity assessment for organizations implementing testing programs for homeland security, received a Meritorious Service Award.

Ott, deputy director of NIST Physics Laboratory, has been named recipient of 2008 Presidential Rank Award, which recognizes exceptional long-term accomplishments in public service by career senior government executives. Category of award, 2008 Meritorious Senior Professionals and Executives, acknowledges Ott for his leadership at NIST in establishing interdisciplinary technical programs and providing stimulating intellectual climate for scientific research.

NASA launches IBEX mission to outer solar system.

October 30, 2008 NASA's Interstellar Boundary Explorer mission, or IBEX, successfully launched from Kwajalein Atoll in Pacific Ocean. IBEX will build image of outer boundary of solar system from impacts on spacecraft by high-speed particles called energetic neutral atoms. Particles are created when 1-million mph solar wind blows out in all directions from sun and plows into gas of interstellar space. Region is important to study because it shields dangerous cosmic rays that would flood space around Earth.

October 29, 2008 After recent report that Tetrabromobisphenol A (TBBPA) is on draft list of substances for priority examination under EU RoHS, IPC President Denny McGuirk dispatched letter to EU commissioners expressing organization's concerns for inclusion of TBBPA. McGuirk explained that TBBPA has already undergone comprehensive EU Risk Assessment, and recommendation for priority review of TBBPA under RoHS seemingly undermines EU's emerging chemicals policy and law under REACH.

October 29, 2008 According to IPC's monthly North American PCB Statistical Program, rigid PCB shipments are down 3.8% and bookings are down 16.4% in Sept 2008 from Sept 2007. Book-to-bill ratio for rigid PCBs went up slightly to 0.96 in Sept 2008. Flexible circuit shipments in Sept 2008 are up 9.0% and bookings are up 25.2% compared to Sept 2007, while flexible circuit book-to-bill ratio in Sept 2008 improved to 0.94. For rigid and flexible circuits combined, industry shipments decreased 3.1% from Sept 2007.

ANSI Z83.20-2008/CSA 2.34-2008 provides guidelines for safe operation, substantial and durable construction, and acceptable performance of IR heaters, while ANSI/ASAE S319.4 FEB 2008 provides guidelines for obtaining desirable size of animal feed that is palatable and easily digestible.

Participants were asked to identify standards considered to be most valuable by members of standards and conformity assessment community, and offer brief explanation highlighting benefits for consumers, government, or industry. More than 200 entries were submitted, and 3 winners were selected at random during World Standards Week 2008.

Also, Forum chairs participated in a roundtable discussion addressing issues facing the Federation.
A&WMA issues call for abstracts for May, 2009 conference.

October 29, 2008 The A&WMA has issued a call for abstracts for Practical Sustainability, a conference to be held May 7-8, 2009, in St. Louis, MO. Abstracts should be 300 words or less and demonstrate innovative, scientific approaches to the implementation of sustainability methods. Topics may include strategy development, process management, and data collection, analysis, and reporting. Submittal deadline is December 5, 2008 and authors will be notified of acceptance by January 16, 2009.
