NAM Official urges stimulus legislation by House leaders.

January 30, 2009 In a letter to House leaders, NAM President and CEO John Engler stressed the need for action in addressing economic challenges. NAM supports extending carry back period for net operating losses, incentives for investment in energy efficiency and renewable energy, investment in health information technology, and additional funding for highways, aviation, and waterways to encourage manufacturing. Engler also supports a 20% income tax deduction for small businesses.

January 30, 2009 ASTM International Subcommittee D01.21 on Chemical Analysis of Paints and Paint Materials is developing WK22148, Test Method for Volatile Content of Fast Cure Multi-Component Paints. Dave Salman, USEPA environmental engineer and Chair of ASTM D01.21.24B task group, invites interested parties to join in developing proposed standard. In addition, task group is seeking sample materials and volunteers for interlaboratory testing.
Student Teams preparing launch vehicles for rocket contest.

January 30, 2009 A total of 653 teams have registered for 2009 Team America Rocketry Challenge, which requires 3- to 10-member teams to design and build model rockets by hand, then successfully launch them and return raw-egg payload to ground unbroken. Contest goals are altitude of 750 ft and flight time of 45 sec. Challenge is designed to increase interest in science, math, and engineering education among middle and high school students to ultimately steer them to careers in aerospace.
NTSB supports Delta's decision to reinstate ASAP.

January 30, 2009 Under Aviation Safety Action Program, pilots, mechanics, and dispatchers receive immunity from disciplinary actions when they voluntarily report any safety-related incidents. Safety Board believes that proactive safety programs, which encourage voluntary disclosure of safety issues, are critical to ensuring aviation safety and identifying problems before they lead to accidents. NTSB is hopeful that other carriers will reinstate program.
ASTM Standard addresses rolling friction measurement.

January 30, 2009 Part of ASTM International Committee G02 on Wear and Erosion, Subcommittee G02.50 on Friction developed standard G194, Test Method for Measuring Rolling Friction Characteristics of a Spherical Shape on a Flat Horizontal Surface. Standard will have applications in variety of factories, on artificial turfs and playing surfaces, and even in classroom. Test can be used for quality control of balls and for investigating surface finish and other effects on rolling resistance.
ASTM Standard focuses on creep-fatigue crack growth rate.

January 30, 2009 Developed by Subcommittee E08.06 on Crack Growth Behavior, Proposed standard WK21984, Test Method for Creep-Fatigue Crack Growth Rate Testing, will be employed in design of more efficient aircraft engines as well as for piping, steam, and gas turbines used in power generation. Standard will also be useful in extending lives of existing engines and generators through more accurate creep-fatigue analysis, thus postponing cost of large replacements.

January 30, 2009 Developed by ASTM International Committee F32 on Search and Rescue, ASTM F2662 establishes minimum training standard for general and specific knowledge, skills, and abilities for dispatchers, 911 operators, and telecommunicators to be trained in processing and dispatching of SAR incidents. Committee is seeking SAR personnel and EMS telecommunicators and dispatch personnel interested in working on companion documents, practice guidelines, and call-specific questions guidelines.
ELFA Index shows decline in overall new business volume.

January 30, 2009 According to ELFA's Monthly Leasing and Finance Index, which reflects volume of commercial equipment financed in U.S., new business volume for December declined by 13.3% compared to same period in 2007. Cumulative year-to-date new business volume declined by 3.6%, as compared to 2007, and month-to-month new business volume increased 120% from November to December, from $4.0 billion to $8.8 billion. Receivables over 30 days decreased to 3.5% as compared to 3.7% in November.

January 28, 2009 Keith McCoy, NAM VP for Energy and Resources Policy, stated that U.S. Congress must engage in thorough and transparent process for establishing federal climate change policies to reduce greenhouse gas emissions while maintaining competitive level playing field for U.S. companies in global marketplace. Separate waiver for California would lead to patchwork of greenhouse gas reduction laws when climate change is a global issue and should be addressed on national level.
NAM supports WTO finding on IPR protection in China.

January 28, 2009 The finding by WTO dispute settlement panel will strengthen intellectual property right (IPR) protections in China and stems from a 2007 U.S. case regarding shortcomings in China's IPR enforcement. According to John Engler, it provides reason to reform IPR practices when IP is becoming important for Chinese and other foreign companies. NAM commends the panel for findings grounded on WTO principles, but more work needs to be done, according to Engler.
ANSI approves changes to Institute Constitution and By-Laws.

January 28, 2009 The ANSI has approved revisions to the Institute Constitution and By-Laws following a membership vote on proposed changes, which reflect creation of the Audit Committee and its duties. Created to assist the Board in carrying out financial oversight responsibilities, the Committee will report on activities and findings, including issues of quality/integrity of financial statements, compliance with regulatory requirements, and performance/independence of ANSI's independent auditor.
