February 24, 2009 In economic stimulus package signed by President Obama, ANSI/ASHRAE/IESNA Standard 90.1-2007 and its energy-saving features are recognized through special funding measures. For states to receive additional funding from $16.8 billion allotted to Dept of Energy, Office of Energy Efficiency and Renewable Energy, governors would be required to work toward implementation of building energy code at least as stringent as Standard 90.1-2007 and to develop plan for achieving 90% compliance with code.
ASTM Pesticides Committee approves latest biofilm standard.

February 24, 2009 Developed by Committee E35 on Pesticides and Alternative Control Agents, Standard E2647 describes how to grow repeatable P. aeruginosa biofilm using drip flow biofilm reactor. Goal is to grow biofilm that is relevant to environment where disinfectant will be applied, then test disinfectant under real use conditions. Biofilm grown in drip flow reactor could represent biofilms found in cooling towers, produce sprayers, food processing conveyor belts, and in lungs infected with cystic fibrosis.

February 24, 2009 In policy statement, BIO encourages members involved in marketing of biologics or other pharmaceuticals to U.S. healthcare professionals to adopt transparent and rigorous code of conduct, which also ensures compliance with all applicable local, state, and federal laws and regulations. BIO also announced its support for principles contained in "Code on Interactions with Healthcare Professionals" adopted by Pharmaceutical Research and Manufacturers of America.

February 24, 2009 President Obama signed economic stimulus bill that provides $2 billion for drinking water projects and $4 billion for wastewater projects. While funds committed represent only tiny fraction of need, AWWA is optimistic that investment in water will jump-start many critical projects and create hundreds of thousands of new jobs. AWWA applauds Congress's decision to waive requirements that states provide matching funds, which would be difficult in today's economic climate.

Daily shipping levels remained steady in February, but companies with portion of workforce on short time or layoff increased, for the 7th consecutive month, to 75%. William E. Gaskin, PMA president, said that every sector of manufacturing, except for defense, is experiencing substantial cutbacks in production.

February 24, 2009 "A Reverse Trend in Regional Sourcing in the Worldwide Electronic Interconnect Industry" shows that out of 50 respondents, 42% cited changes in customer sourcing patterns from Asia back to North America or Europe in past 2 years. Estimated 2.5% average growth of business in 2007/2008 was attributed to this trend, and issue that was cited most often as primary driver was quality concerns. Other concerns were transportation costs, exchange rates, and communication difficulties.

ASTM issues revisions to toy safety standard.

February 23, 2009 ASTM International Committee F15 on Consumer Products has approved revisions to ASTM F963, Consumer Safety Specification for Toy Safety. Revisions address ingestion hazards of magnets as well as acoustics, correlating F963 with EN71-1. Yo-Yo tether toy requirements have been added to address strangulation hazards. Impaction hazards, flammability testing, jaw entrapment, packaging film/age requirements relating to abuse testing, and folding mechanisms and hinges are also addressed.
NAM says housing market collapse demands aggressive action.

February 20, 2009 NAM has filed motion to intervene in case involving whether preconstruction permits for new power plants granted by EPA must include Best Available Control Technology for carbon dioxide. According to Quentin Riegel, NAM VP for Litigation and Deputy General Counsel, if environmental groups succeed in having this policy overturned, number and types of facilities requiring EPA permits would explode, resulting in impassable regulatory gridlock that would overwhelm permitting authorities.
