The 3 yr investigation found that critical column failure, under any circumstance, would have initiated the destructive sequence of events leading to building's collapse. December 1, 2008 Published by ASME, B89.4.10360.2-2008 Acceptance Test and Reverification Test for Coordinate Measuring Machines (CMMs) Part 2: CMMs Used for Measuring Linear Dimensions represents final step in decade-long effort to unite U.S. and the world in evaluating performance of CMMs. U.S. team on ISO CMM standard committee, led by NIST, worked to revise international standard to correct deficiencies and develop U.S. version that also added tutorials/optional tests to address concerns specific to U.S.

December 1, 2008 The NEHRP, led by the NIST, has published a strategic plan to guide the activities of 4 federal agencies for the next 5 yr. The plan was published for comment last spring and lists 9 priorities important to understanding earthquake phenomena; developing measures to reduce impact on individuals, society, and construction; and on optimizing rapid community recovery. Agencies included in the NEHRP are FEMA, NSF, and USGS and its plan can be found at www.nehrp.gov/pdf/strategic_plan_2008.pdf.

December 1, 2008 As a result of study performed for US-VISIT at Dulles Airport, researchers at NIST have found that several simple steps can improve quality of facial images acquired at border entry points. Cameras should be set to ensure subjects are in sharp focus, and use of traditional-looking cameras is recommended so individuals recognize camera and look into it. Researchers believe these steps will improve performance of facial recognition systems in real-world settings using existing technology.

NIST method leverages fact that optical and electrical characteristics of LED are interrelated and function of the LED's junction temperature Also allowing measurement of heat flow in/out of LED, method lets manufacturers optimize LED design and thermal management system of lighting product.

December 1, 2008 In a paper, researchers said thin magnetic layers of semiconductor material could exhibit antiferromagnetic coupling, in which one layer spontaneously aligns its magnetic pole in the opposite direction as the next magnetic layer. While the phenomenon only occurs at very cold temperatures in material (about 30°K), researchers believe these results will help inform theorists who could then better understand how to create room-temperature devices with same magnetic properties.

December 1, 2008 Updated to accommodate speeds demanded by mobile technologies, ExpressCard Standard 2.0 will support transfer rates 2-10 times faster than ExpressCard Standard 1.2, depending on data protocol used. Based on serial I/O technologies, PCI Express® and USB, Standard complies with PCI Express specification v2.0, which offers transfer rates up to 5 Gbps. It also supports USB 3.0 specification as well as backward compatibility with products compliant with previous versions.

November 28, 2008 The NIST has awarded $10.98 million to the University of California at Berkeley for the Center for Integrated Precision and Quantum Measurement; $11.998 million to the University of California at San Diego for a Marine Ecosystem Sensing, Observation, and Modeling Laboratory; and $1.267 million to the University of Florida for the construction of an Aquatic Animal Health Facility. As part of the special construction grants program, the projects were chosen from 93 applicants.
