Colorado Governor honors NIST Internet Time Service.

February 27, 2009 Governor Bill Ritter of Colorado presented the 2009 CO-LABS Governor's Awards for Research Impact to scientists from 5 federal research laboratories, including NIST. The award in IT was presented to physicist Judah Levine for his development of NIST Internet Time Service, which lets users synchronize computer clocks via the Internet. NIST Internet Time Service provides exact time in response to daily inquiries from clients that rely on electronic transactions.
Summary Report discloses federal tech transfer activities.

February 27, 2009 According to NIST-prepared summary report, collaborative research agreements, invention licenses, and other technology transfer activities of federal government trended upward from 2002-2007. Number of active licenses of inventions and other IP generated by 11 agencies with internal research programs rose to 10,347, however new inventions and patenting activity dipped slightly over same period. Also, number of active cooperative research and development agreements increased to 7,300+.

February 27, 2009 Monthly Leasing and Finance Index (MLFI-25), which reports economic activity for U.S. equipment finance sector, showed overall new business volume for January declined by 23.7% compared to same period in 2008. Month-to-month new business volume decreased 50.6% from December to January, from $9.1 to $4.5 billion. Survey covers new business volume, aging of receivables, charge-offs, credit approval ratios (approved vs. submitted), and headcount for equipment finance business.

February 27, 2009 As second standard in ISA99 series "Security for Industrial Automation and Control Systems" approved by ANSI, ANSI/ISA-99.02.01-2009, Establishing an Industrial Automation and Control Systems Security Program, describes elements to set up cyber security management system. It also provides guidance on how to meet requirements for each element. Specific topics include policies, procedures, practices, and personnel. Additional ISA99 standards are also under development.

February 27, 2009 To assist equipment customers by promoting consistent marketplace terminology, AEM is advancing the use of "compact tool carrier" to refer to machines also known as mini-loaders, mini skid-steer loaders, mini skid steers, compact skid steers, and compact utility loaders. U.S. and international standards writing bodies are adopting the encompassing term, which is fully explained in a proposed SAE standard on personnel protection.

Control Systems Engineering requires understanding of science of instrumentation and automatic control of dynamic processes. CSE examination includes elements of electrical, mechanical, chemical, and other branches of engineering, centered on technologies needed for feedback and feedforward control of dynamic systems.

Reliance on proprietary or consortia-based specifications where ExxonMobil has no input or influence is a risk to future security and commitment to excel and increase margins.

February 27, 2009 According to theoretical analyses, simulations, and proof-of-concept experiments performed at NIST, first responders could boost their radio communications at disaster site by setting out just 4 extra transmitters in random arrangement to significantly increase signal power at receiver. Vast amount of metal and steel-reinforced concrete in buildings and rubble often interferes with or blocks radio signals. NIST's work may provide practical solution to this common problem.

February 27, 2009 NIST has updated its guide on maintaining data security while teleworking with Special Publication 800-46 Revision 1, Guide to Enterprise Telework and Remote Access Security. It recommends that organization's remote access servers be located and configured in ways that protect organization and that home-based devices used for telework be configured with proper security measures. Companion publication offers advice for individuals on securing their mobile devices.
