March 2, 2009 In the FMA economic update newsletter Fabrinomics, Dr. Chris Kuehl stresses importance of addressing trade during recession. Kuehl states that coherent trade policy is necessary if U.S. is going to navigate challenge of trade, other nations' protective impulses, and tendency of U.S. companies to retreat into isolationist strategies. Some blame trade for loss of U.S. jobs, Kuehl also notes, but he says studies do not support such assertions.

Publication includes 7 addenda that add BACnet/Web services and new objects for Event Log, Trend Log Multiple, Load Control, and Access Door. Committee has 11 addenda in process for 2008 version. Made in cooperation with members of ZigBee Alliance, addendm q datalink specification allows mains-powered BACnet devices to communicate over ZigBee wireless mesh network.

March 2, 2009 Researchers at NIST and Johns Hopkins University have constructed the Multi-Axis Crystal Spectrometer (MACS), which may aid in identifying materials for nanotechnology and industrial applications. System will help scientists analyze how neutrons scatter from sample, providing 20 channels for detection. Information about magnetic interactions can be obtained even from nanostructured thin film samples. Team expects to issue full call for proposals to use it in about 6 months.

March 2, 2009 Researchers from NIST and the University of Maryland have announced a growing ability to control the quantum dynamics phenomenon known as entanglement. They can cache sizable amounts information in a quantum buffer without disturbing fragile entanglement of quantum states at center of quantum computing. While delayed entanglement has been demonstrated before for individual photons, it has never been accomplished in information-rich quantum images as it has now.

February 27, 2009 NIST and French Laboratoire Central des Ponts et Chaussees have signed an agreement to investigate implementation of fiber-reinforced polymer composites in civil infrastructure. They will share facilities and research, exchange related information, and publish joint scientific and technical reports. The first project will be to test long-term weathering effects on advanced composite materials using NIST's SPHERE, which enables prediction of material service life.

February 27, 2009 NanoFab (nanoscale fabrication facility) at NIST is expanding its capabilities to serve those specializing in development of nanotechnology-related products and processes. Managed by NIST's Center for Nanoscale Science and Technology (CNST), national user facility is adding second high-voltage, large-field electron-beam lithography system into operation in April. Recently, center added Heidelberg DWL-66FS laser pattern generator, Oxford FlexALRPT, and 2 ICP reactive ion etch systems.

February 27, 2009 Governor Bill Ritter of Colorado presented the 2009 CO-LABS Governor's Awards for Research Impact to scientists from 5 federal research laboratories, including NIST. The award in IT was presented to physicist Judah Levine for his development of NIST Internet Time Service, which lets users synchronize computer clocks via the Internet. NIST Internet Time Service provides exact time in response to daily inquiries from clients that rely on electronic transactions.

February 27, 2009 According to NIST-prepared summary report, collaborative research agreements, invention licenses, and other technology transfer activities of federal government trended upward from 2002-2007. Number of active licenses of inventions and other IP generated by 11 agencies with internal research programs rose to 10,347, however new inventions and patenting activity dipped slightly over same period. Also, number of active cooperative research and development agreements increased to 7,300+.

February 27, 2009 Monthly Leasing and Finance Index (MLFI-25), which reports economic activity for U.S. equipment finance sector, showed overall new business volume for January declined by 23.7% compared to same period in 2008. Month-to-month new business volume decreased 50.6% from December to January, from $9.1 to $4.5 billion. Survey covers new business volume, aging of receivables, charge-offs, credit approval ratios (approved vs. submitted), and headcount for equipment finance business.

U.S. and international standards writing bodies are adopting the encompassing term, which is fully explained in a proposed SAE standard on personnel protection.
