March 16, 2009 NIST has released draft report NISTIR 7563, Best Practice Guidelines for Structural Fire Resistance of Concrete and Steel Buildings, for public comment. Part of NIST response to World Trade Center disaster, report offers information on best practices in structural fire resistance engineering in U.S. and overseas and knowledge in fire risk assessment, fire characterization, material properties, and thermal/structural response calculation methods.
NIST to hold seminar on time and frequency metrology.

March 16, 2009 NIST will host 34th annual Time and Frequency Metrology Seminar on June 2-5, 2009, in Boulder, CO. Course covers understanding characteristics of clocks and oscillators, making precise time and frequency measurements, and synchronizing and applying precision time in array of systems. Registrants of all levels of experience are welcome. Speakers will include John Hall, Nobel Prize winning physicist; John Vig, current president of IEEE; and David Allan, who led development of the Allan Variance.

March 16, 2009 U.S. Secretary of Transportation, Ray LaHood, announced that Pittsburgh International and Allegheny County Airports will receive the first funding allocations for airport infrastructure projects under the American Recovery and Reinvestment Act of 2009. The FAA will allocate 10-million dollars to Pittsburgh International Airport to repair Runway 14-32 and 2-million dollars for Allegheny County will renovate a taxiway and relocate a ramp.
ASTM proposes standard on use of infrared thermometers.

March 16, 2009 ASTM International has proposed ASTM WK21204, Guide for the Selection and Use of Wide-Band, Low Temperature Infrared Thermometers, which is being developed by Subcommittee E20.02 on Radiation Thermometry. According to Frank Liebmann of Fluke Corp., standard is designed to increase basic understanding of infrared thermometers in order to minimize potential for inaccurate measurements. Infrared thermometers are used for noncontact temperature measurement.
ASTM proposes standard for light sport aircraft compliance.

March 16, 2009 ASTM International Committee F37 is working on ASTM WK22124, Guide for Compliance with Light Sport Airplane Standards, intended to aid industry in understanding how to use applicable LSA standards to meet regulatory requirements. It is suited for manufacturing and distribution personnel responsible for assuring conformity to processes/procedures outlined in F37 standards and will be used to educate industry, aviation authorities, and users on conformity and monitoring procedures.
ASTM announces standard on adhesives symbol for CAD.

March 16, 2009 ASTM D7447, Practice for Symbolizing Adhesive Applications, provides way for engineers to represent adhesives on computer-aided design drawing. Symbol described in ASTM D7447 originated with focus group that ASC conducted with engineers, designers, and architects. Results indicated that those questioned would be more apt to specify adhesives if they could be represented on CAD drawing, rather than current method of embedding comments in "notes" section.
NIST to receive $610 million through recovery act.

March 16, 2009 NIST will receive $610 million in funds as part of American Recovery and Reinvestment Act of 2009. Total includes $220 million in direct appropriations for research, grants, fellowships, and advanced research/measurement equipment and supplies. It also allocates $360 million for research facility construction, $20 million for standards-related work on electronic medical records, as well as $10 million to develop framework for nationwide interoperable smart grid for U.S. electric power system.
ASTM presents Award of Merit for waste management efforts.

March 16, 2009 Susan Sorini, lead scientist at Western Research Institute, received an ASTM International Award of Merit and accompanying title of fellow, the highest organizational recognition for individual contributions to standards activities. It was awarded "for dedicated participation in Committee D34 on Waste Management, including significant technical contributions in the development and maintenance of standards and valued leadership service as a subcommittee and main committee officer."
ANSI Seeks Comments on proposal for ISO work item on TCM.

March 13, 2009 The Standardization Administration of the People's Republic of China (SAC) has submitted a work item proposal to the International Organization for Standardization (ISO) for a new field of ISO technical activity on traditional Chinese medicine (TCM). As the U.S. member body to ISO, ANSI invites interested stakeholders to submit comments by April 24, 2009. Feedback received by the deadline will be compiled for consideration in developing a recommended ANSI position and comments.

Without strong and predictable patent protections, BIO believes investors will shy away from investing in biotech innovation.

March 13, 2009 Researchers at NIST have developed and issued, for sale, new test material for calibrating quality control (QC) equipment used by the polymer industry. The result of a 5-year effort, SRM 2881, offers manufacturers a test sample with known and verified distribution of molecular masses. Specifically, it provides absolute molecular masses of 43 different lengths of polystyrene molecules as well as their cumulative contribution to the total mass of the sample from 1%-99%.
