October 9, 2013 According to Q4 update to 2013 Equipment Leasing and Finance U.S. Economic Outlook, investment in equipment and software is expected to grow 3.3% in 2013. Equipment and software investment slowed from 3.1% annualized growth in Q1 2013 to just 1.0% in second quarter, but report predicts modest improvement in second half of the year, depending on outcome of current fiscal policy debates. Growth is expected to be mixed, with some sectors outperforming others.

Proposed papers can address any range of topics.
EPA to restrict import of harmful carpet chemicals. .

October 8, 2013 U.S. EPA is finalizing rule that will allow agency to restrict import of potentially harmful perfluorinated chemicals that could be used in carpets. Regulation will require companies to report to EPA all new uses, including in domestic and imported products, of these chemicals once used for soil and stain resistance in carpets. These chemicals have been shown to persist in the environment and bioaccumulate in humans and animals, representing potential threat to health of Americans.
Symposium to address environmentally considerate lubricants.

Revised Forecast reflects stalled growth.

October 8, 2013 August 2013 findings from IPC's monthly North American PCB Statistical Program includes revised 2013 forecast of nearly flat sales growth for 2013. Total North American PCB shipments decreased 1.6% from August 2012, and bookings decreased 9.1%. Year to date, PCB industry shipments were below 2012 at -3.9%, and bookings were down 1.0%. Compared to July, PCB shipments were up 5.3% while bookings were down 8.1%. Shipments exceeded bookings, and PCB book-to-bill ratio dropped to parity at 1.00.

NEMA welcomes Congressional approval of helium bill.

October 7, 2013 NEMA welcomed unanimous passage by the United States Senate of legislation to reauthorize, extend, and improve operations of the Federal Helium Reserve in Texas. Under current law passed in 1996, the Federal Helium Reserve would cease operations on October 7. The new law, if approved by the president as expected, would extend life of the reserve until 2021, by which time many more private sources of crude helium are expected to be available.
ASTM Standard addresses butanol as automotive engine fuel.

October 7, 2013 ASTM D7862-13, Specification for Butanol for Blending with Gasoline for Use as Automotive Spark-Ignition Engine Fuel, was developed by Subcommittee D02.A0 on Gasoline and Oxygenated Fuels. Specifically, this ASTM International standard establishes performance requirements and test methods for butanol content, water content, acidity, inorganic chloride, solvent-washed gum, sulfur content, and total sulfate. Standard will, according to D02 member Glenn Johnston, promote commercialization.

October 7, 2013 For its significant, lifesaving contributions to consumer product safety, ASTM Subcommittee F15.22 on Toy Safety is among 5 recipients of the U.S. Consumer Product Safety Commission’s 2013 Chairman’s Circle of Commendation Award. Subcommittee was awarded for its development and ongoing maintenance of ASTM F963, Standard Consumer Safety Specification for Toy Safety, which establishes nationally recognized safety requirements for toys intended for use by children under 14.

October 4, 2013 To benefit permitting authorities and installers, and ultimately energy consumers, IREC has released Model Inspection Checklist for Rooftop Photovoltaic Systems. For municipalities, checklist can serve as supplementary educational tool for new or experienced inspectors to ensure they are aware of code requirements that must be verified on site. Checklist can also help prepare installers for inspection in advance, reducing number of items that might need to be addressed afterward.

October 4, 2013 NEMA has published ANSI/NEMA HP 6-2013, which covers specific requirements for silicone rubber-insulated stranded wire designed for internal wiring of high reliability electrical and electronic equipment. Publication addresses 600 V (Type S, ZHS) and 1,000 V (Type SS, ZHSS, and SSB) wire and permits continuous conductor temperature ratings of -55 to +150°C with tin-coated copper or -55 to +200°C with silver-coated copper.
Vascular Stent Testing Standard is being developed by ASTM.

October 4, 2013 Medical device manufacturers and academics working with vascular stent testing are welcome to join in developing proposed new ASTM International standard ASTM WK23330, Guide for in Vitro Axial, Bending and Torsional Durability Testing of Vascular Stents. Testing described therein will be used to support acceptable fatigue resistance of stents for clinical use in vasculature as well as to enable regulatory bodies to better assess adequacy of testing conducted.
NREL Releases Roadmap to reducing solar PV soft costs by 2020.

October 4, 2013 "Non-Hardware ('Soft') Cost-Reduction Roadmap for Residential and Small Commercial Solar Photovoltaics, 2013–2020," builds on NREL's ongoing soft-cost benchmarking analysis and charts path to achieve SunShot soft-cost targets of $0.65/W for residential systems and $0.44/W for commercial systems by 2020. Also, report highlights that certain processes categorized as soft costs may not appear significant in terms of dollars-per-watt but are costly in posing market barriers that slow PV deployment.

October 4, 2013 Over next 6 months, thousands of students will push educational boundaries and test gravity’s limits through designing, building, and successfully launching model rockets. Registration to compete in 2014 Team America Rocketry Challenge is officially open for middle and high school students across the country. This year, students are required to design a rocket that will climb 825 ft with payload of 2 raw eggs, and safely return to earth with both eggs unbroken via dual-parachute recovery.

Certification process requires on-site audit and testing of key personnel as well as other criteria. Jeff Burnstein, RIA president, welcomed Midwest Engineering Systems as RIA's sixteenth Certified Robot Integrator and said that this program "strengthens the overall integrator channel and allows integrators to benchmark their own processes against best industry practices."
