May 1, 2009 Pennsylvania Secretary of Transportation, Allen D. Biehler, told House transportation committee that competition for stimulus projects is helping drive down bids for work, offering added benefit from American Recovery and Reinvestment Act. According to survey by AASHTO, some states are reporting project bids coming in 5-27% below estimates. Biehler testified that lower bids will help states whittle away at backlog of projects which far exceeds available recovery dollars.
NAM urges Senate to vote against 2010 Budget Resolution.

May 1, 2009 According to NAM VP for Tax and Domestic Policy, Dorothy Coleman, NAM opposes conference report on Fiscal Year 2010 Budget Resolution. While NAM appreciates recognition in budget blueprint of need for pro-growth tax relief, massive potential tax increases envisioned in Resolution would overwhelm any economic growth generated by this relief. Tax increases would cost manufacturing jobs and limit competitiveness, driving American companies into even more difficult economic situation.

May 1, 2009 Members of the National Association of Chemical Distributors (NACD) met in Washington DC for the association's annual Fly-In. During the event, 50 NACD member company participants had 149 meetings scheduled with Senators, Representatives, and congressional staff members representing 33 states. Topics addressed concerns dealing with railroad-specific topics as well as the October 2009 sunset date, CFATS, the Employee Free Choice Act, and chemical industry advocacy.
North American EBCI Readings post gains in April.

May 1, 2009 NEMA's Electroindustry Business Confidence Index (EBCI) for current North American conditions rose 16 points in April to 42. Although it fell below the key 50-point mark, indicative of improvement in industry conditions for seventeenth straight month, the index managed to reach its highest level in almost a year and has rallied some 34 points over the last 4 months. The future EBCI for North America pointed to a possible improvement in the level of the business conditions 6 months ahead.
ASHRAE seeks Department of Energy fellowship applicants.

The lecture also pointed out the importance of the development/implementation of air transportation systems based on Automatic Dependant Surveillance-Broadcast technology.

April 30, 2009 According to testimony by AIA President and CEO, Marion Blakey, space debris is a growing threat to U.S. exploration activities and must be carefully monitored to ensure safety of humans traveling in space and aboard International Space Station. Blakey called upon lawmakers to provide funding for space situational awareness and protection of U.S. space assets, including hardening satellites from attack and establishing contingency plans to provide backup to space assets.

US and Japan sign aviation safety agreement.

April 29, 2009 The FAA announced a Bilateral Aviation Safety Agreement (BASA) between the US and Japan that allows for reciprocal certification of aircraft and aviation products. It was signed by US Embassy Charge d'Affaires ad interim and Japan's Minister of Foreign Affairs. FAA Acting Assistant Administrator for International Aviation, Dorothy Reimold, signed the BASA Implementation Procedures for Airworthiness, as did Japanese Civil Aviation Bureau Director for Engineering, Toru Miyashita.
IPC releases PCB industry results for March 2009.

April 29, 2009 According to IPC's North American PCB Statistical Program findings, rigid PCB shipments are down 30.5% and bookings are down 39.8% in March 2009 from March 2008. Compared to previous month, rigid PCB shipments increased 9.6% and rigid bookings increased 10.5%. Flexible circuit shipments in March 2009 are up 1.0%, and bookings are down 12.0% compared to March 2008. Compared to February 2009, flexible circuit shipments are up 22.3% and flex bookings are up 15.0%.

The committee that selected this standard reflects a balance of interested personnel certificate entities that represent diverse industries and stakeholders.
