July 30, 2009 Developed by ASTM International Committee D05 on Coal and Coke, Proposed Standard WK24192 covers Test Method for Microscopical Determination of the Reflectance of Vitrinite Dispersed in Sedimentary Rocks. According to Paul Hackley, chair of Subcommittee D05.28, petrographers can measure similar values of dispersed vitrinite reflectance in interlaboratory exercises, but disparities exist and consensus standard will improve agreement by providing common methodology and set of guidelines.
Reccommendations address China's exchange rate policy.

July 30, 2009 With China facing a less buoyant outlook for external demand than before the worldwide economic crisis, Goldstein and Lardy recommend China disavow any strategy of competitive undervaluation of the renminbi that might be aimed at dealing with reduced global demand for Chinese exports. They call for a rejection of export promotion measures, even if such steps are technically consistent with China's World Trade Organization obligations.

July 30, 2009 NSF Protocol 352 establishes requirements for content of eco-efficiency analyses to ensure consistency, objectivity, and transparency. Eco-efficiency means creating more goods and services while consuming fewer resources and generating less waste and pollution. BASF chemical company is the first to have its Eco-Efficiency Analysis methodology used to evaluate economic and environmental impact of products or processes validated by NSF.

It will enable graduate students attending a U.S. university to attend laser materials processing conference on November 2-5 in Orlando, FL. Used to support the Student Paper Award at ICALEO 2009, the NSF grant program encourages student innovation and participation in laser and electro-optic technology.
Second Quarter Workholding Shipments down from 2008 levels.

July 29, 2009 At $36.6 million for second quarter of 2009, shipments of workholding equipment were down 43.6% from 2nd quarter 2008 according to Advanced Workholding Technologies Group of AMT. Report also shows that domestic workholding equipment shipments decreased 23.9% and U.S. exports decreased 15.3% from 1st quarter 2009. Midwest region remained largest domestic destination with 41% of total domestic second quarter shipments, representing slight increase in share from 1st quarter 2009.

The EMC/Telecom MRA assures that accreditations issued by NIST-recognized U.S. laboratory accreditation bodies are in turn recognized by peer organizations around the globe, eliminating need for individual laboratories to pursue costly multiple assessments and reducing technical barriers to trade.

July 29, 2009 Recently revised American National Standard, ANSI Z80.17-2008, Focimeters, sets tolerances and specifies test devices to verify those tolerances for primary instrument used to measure optical power of lenses. To assure safety of workers who deal with balers, EIA published ANSI Z245.5-2008, which applies to baling equipment rated at 600 V or less, for outdoor or indoor use, and is employed in accordance with manufacturer's installation, operation, and maintenance instructions and procedures.

Urgent Action needed to preserve federal highway funding.

July 28, 2009 Allen Biehler, Secretary of Pennsylvania DOT and President of AASHTO, warned that state departments of transportation are living hand to mouth and would be forced to cut back projects if Congress fails to plug hole in Highway Trust Fund. If additional revenue is not provided to Highway Trust Fund for FY 2010, federal highway program will face cut of 86%, dropping to level of $5.7 billion, which is potentially calamitous for transportation industry.
Wood Construction performs well in earthquake simulation.

July 28, 2009 After being shaken for 40 sec in simulated 7.5 magnitude earthquake in Japan, a full-scale, 6-story condominium building made from wood atop one story of steel received good marks from researchers for stability and safety. Robert Glowinski, Group Vice President for Forestry and Wood Products, said information from this test can provide safe wood building options for earthquake zones as well as other applications. Main applications are buildings in urban and earthquake-prone areas.
