NTSB Delivers 2008 Annual Report to Congress

The National Transportation Safety Board's annual report, which provides a summary of accident investigations and safety recommendations in the past calendar year, was released to Congress. Along with investigations into 19 major accidents, 221 regional accidents, and 18 international aviation accidents, 2008 highlights include 34 major reports and accident briefs adopted, 129 safety recommendations issued, and 67 safety recommendations closed.

U.S. Farmers Prefer Biotech Varieties of Corn, Cotton, Soybeans

According to USDA's Economic Research Service report, released July 1, 2009, adoption of genetically engineered soybeans was 91% in 2009, cotton reached 88%, and corn climbed to 85%. Report features 3 tables, devoted to each, that cover 2000-09 by U.S. state. It also summarizes extent of adoption of herbicide-tolerant and insect-resistant crops since 1996. Sharon Bomer Lauritsen noted that in 2007, use of biotech crops equaled removal of 14.2 billion kg of CO2 from atmosphere.

IPC Testifies on EPA Request for Guidance on Reopening DSW Rule

Supporting the Environmental Protection Agency's (EPA) 2008 Definition of Solid Waste Rule (DSW), IPC director of environmental policy and government relations Fern Abrams testified as to its environmental benefits. Her testimony focused on how the DSW rule removes regulatory barriers that inhibit the recycling of manufacturing wastes while simultaneously providing an environmental benefit by reducing waste. Based on such points, Abrams urged the EPA to deny Sierra Club's petition.

First Quarter 2009 Industrial Lasers Down 38 Percent from Fourth Quarter 2008

According to AMT, orders of industrial laser equipment and systems in first quarter 2009 are reported at $58.8 million - a decrease of 38.2% from fourth quarter 2008. Orders within North America totaled $45.9 million, while exports amounted to approximately $12.9 million. By dollar value, laser systems consisting of a source and workstation made up 87.9% of orders. Measured by units, systems accounted for 61.1% of units.

AFS and NADCA Combine Government Affairs Efforts with New Alliance

Effective July 1, the federal government affairs services of American Foundry Society (AFS) will be combined with the North American Die Casting Association (NADCA). The result of this collective effort, which will entail a coordinated, joint federal advocacy effort while maintaining each group's status as separate organizations, is to be called the Metalcasters Alliance for Government Affairs and will be represented by Waterman and Associates.

NIST Extends Deadline for 2009 Technology Innovation Program Competition

Because of technical difficulties at website accepting electronic submissions, NIST announced it is extending deadline for submitting proposals to its Technology Innovation Program competition from June 23 to Tuesday, July 7, 2009, at 3 pm ET. NIST will now accept only paper submissions. Competition, originally announced on March 26, 2009, offers multiyear, cost-shared research funding in civil infrastructure and advanced materials in manufacturing.

NIST Seeks Comments on Smart Grid Report

NIST is requesting public comment on draft report, formerly announced in Federal Register notice published on June 30, that identifies issues and proposes priorities for developing interoperability standards for smart electric power grid. Prepared under contract by EPRI, report will be used in drafting NIST Smart Grid Interoperability Standards Framework. Comments should reference Federal Register notice and must be received on or before July 30, 2009.

Edward Ginzel Receives ASTM International Charles W. Briggs Award

A member of ASTM International since 1996, consultant Edward Ginzel was honored with the Charles W. Briggs Award for his outstanding contributions to the work of ASTM Committee E07 on Nondestructive Testing. He has been active in promoting advanced ultrasonic methods and continues to work with agencies developing personnel certification programs for the advanced methods. Ginzel is also a member of the Canadian General Standards Board Committee on NDT Personnel Certification.

Gary A. Hayden, chief metallurgist and QA director at CP Industries, was presented with an ASTM International Award of Merit for his service to ASTM Committee A01 on Steel, Stainless Steel and Related Alloys. He joined ASTM International in 1993 and currently serves as secretary of Committee A01 and its Subcommittee A01.06 on Steel Forgings and Billets. He also chairs the editorial subcommittee, leads several A01 task groups, and works on Committee E28 on Mechanical Testing.

NAM Says EPA's Waiver for California Auto Emission Standards May Create Regulatory Uncertainty

According to NAM's Vice President for Energy and Resources Policy, Keith McCoy, the EPA's decision to grant California's waiver to move forward with more stringent tailpipe emissions "could lead to a patchwork of regulations that would burden an already beleaguered manufacturing sector." He went on to express hope that this action would not undermine efforts to create one uniform, federal standard for fuel economy that will promote regulatory certainty.

NIST Develops Novel Ion Trap for Sensing Force and Light

Built by NIST and University of Erlangen-Nuremberg physicists, stylus trap holds promise in sensing very small forces or as interface for transferring individual light particles for quantum communications. By scanning trap near surface or moving sample near trap, user could map near-surface electric/magnetic fields. Using standard techniques to cool ions with laser light and trap them with electromagnetic fields, trap could also be used for quantum key cryptography or in quantum computing.

NIST Summer School Passes the Neutron Science Torch

NIST's Center for Neutron Research Summer School, in its 15th year, featured 36 students who were introduced to inelastic scattering tools that reveal how very small objects move. Each received hands-on instruction on 3 instruments best suited for their research needs. Program provides undergraduate/graduate students from U.S. and abroad with hands-on experiences with sensing equipment that harnesses cold or slow neutrons to illuminate inner workings of objects a few nanometers across.

NIST Issues Human Milk and Blood Serum SRMs for Contaminant Measurements

NIST has released 4 Standard Reference Materials (SRMs) in response to scientists' need to measure organic contaminants in human body fluids. They will be used as controls in experiments and reflect increase in levels of brominated flame retardants and chemicals found in carpeting/upholstery since 2000. All were packaged half unfortified and half fortified with 172 contaminants at levels 5-10x median concentrations in U.S. population. Milk SRMs contain similar contaminants as serum materials.

NIST Physicist, Chemist Receive Federal Public Service Award

Physicist Sae Woo Nam and chemist Stephan Stranick of the National Institute of Standards and Technology (NIST) are among 12 federal employees who received the Arthur S. Flemming Award in ceremonies held June 1, 2009. Nam was recognized for contributions and leadership in the field of single photonics, while Stranick received his award for his work in chemical imaging microscopy techniques below the diffraction limit of light.

New International Standard Guides Safety for Gas Turbine Applications

Standard ISO 21789:2009, Gas turbine applications - Safety provides guidance for safety-related control and detection systems and auxiliaries for all types of open-cycle gas turbines. It covers turbines used in both onshore and offshore applications, including floating production platforms. Risks to humans and to environment are addressed, with possible hazards detailed. Standard also specifies preventative measures for minimizing or eliminating related hazards.

NTSB Acting Chairman Stresses Passenger Ship Safety

In address to Crescent River Pilots' Association, NTSB Acting Chairman Mark V. Rosenker applauded audience on efforts to reduce risks of moving passenger vessels in and out of ports and waterways in restricted visibility. Rosenker provided background of Board's Office of Marine Safety and highlighted some of its ongoing investigations, pointing to previously learned lessons. Also noted were NTSBs 2,300 marine safety recommendations since 1967.
