"The Connecticut State Technology Extension Program (CONNSTEP), was established in 1994, with direct support from The Connecticut Department of Economic and Community Development (DECD). CONNSTEP operates as Connecticut's Manufacturing Extension Center under the U.S. Department of Commerce's National Institute of Standards and Technology (NIST) Manufacturing Extension Partnership program. In 1997 state legislation required the Governor to examine the state's industry clusters and make recommendations for enhancing development. During the course of the year eight clusters were defined, including manufacturing. Three major recommendations were made by the Manufacturing Cluster Committee - to improve regulatory conditions for manufacturers - to redevelop and refocus the vocational schools for training entry level workers - and to develop a Manufacturing Resource Center (MRC).
