BI Incorporated Unveils 'Active' GPS Tracking System for Criminal Offenders

BOULDER, Colo., Oct. 23 -- Boulder-based BI Incorporated announces the general availability of BI ExacuTrack(TM) AT, a sophisticated system that includes near real-time monitoring of community-supervised offenders with Global Positioning System (GPS) technology. ExacuTrack AT enables agencies to know precisely where criminal offenders released to community supervision are throughout the day and ensures that if they cross into forbidden areas, this information is relayed to probation or parole agencies.

ExacuTrack AT is intended for high-risk offenders on probation, parole, and pretrial release. It allows agencies charged with supervising these individuals to precisely track an offender's movements in the community using GPS. BI now offers more than a dozen technologies for monitoring criminal offenders in the community.

"ExacuTrack AT is the most advanced supervision technology we have ever introduced," said Jock Waldo, Vice President Sales, Marketing and EM Operations, BI Incorporated. "Our customers have tremendous responsibilities for maintaining public safety. ExacuTrack AT includes the most advanced electronics and software available for GPS monitoring today."

ExacuTrack AT includes:
o A transmitter attached to the offender's ankle
o A lightweight, portable GPS tracking unit that the offender wears on the belt or purse, or carries when leaving home
o A base station installed in the offender's residence
o A secure web interface stores all offender data and schedules, enabling officers to view detailed reports and maps for where an offender has traveled in the community.

When ExacuTrack AT is installed on an offender, it relays GPS data points to a central monitoring computer to ensure the offender is adhering to defined schedules of activity and not crossing into zones that are forbidden. The GPS monitoring system tracks an offender's movement within 10 meters.

Once the ExacuTrack AT ankle bracelet transmitter is installed on the offender, they must keep the GPS tracking unit with them when away from home or a violation alert is issued. When the individual returns home, the tracking unit is recharged in the base station. An offender's schedule may be very detailed to include "exclusion" or "inclusion" zones -- locations for which a person is not allowed to enter or specific areas in which the person must remain at all times. When an alert is generated, BI forwards the alert to the supervising agency via pager, email, email-enabled cell phone, fax, or a combination of these methods. While an offender is being monitored with ExacuTrack AT, the supervising officer is able to transmit text messages to the individual at any time and receive acknowledgements that the offender has received the message.
