IBM and Cramer develop Network Lifecycle Management for Telefónica

IBM & Cramer provide improved network planning and design processes for
Telefónica's voice and data transport network

MADRID (SPAIN).- November 22, 2005. Madrid - IBM today announced
successful deployment of a solution which is transforming Telefónica de
España's network planning and design processes for its voice and data
transport. IBM is providing the consulting and integration services for
the project based on Cramer's inventory-powered automation software.

During the past 3 years, increased competition has meant that Telefónica
needed to improve efficiency and resource utilisation. At the same time,
the workload has been significantly increased by the ongoing
introduction of new services. The new Cramer and IBM solution
streamlines business processes, reduces network planning and design
time, and improves productivity and network utilization, factors which
are critical to the successful introduction of new services.

Telefónica de España chose IBM to provide a new solution complementing
its existing systems and delivering a more reliable service and more
efficient processes. The solution is initially being deployed alongside
Telefónica's existing order management and inventory systems. Cramer is
providing a complete and accurate view of actual and planned network
resources, synchronized with existing sources of circuits and inventory
data, Cramer is also enabling efficient and automated routing of
circuits. Future phases will implement network design processes and
integrate with Telefónica's GIS application. The solution initially
covers DWDM, SDH and PDH technologies, and will be extended to IP
technologies.

The benefits of the new solution are significant. Telefónica expects to
reduce network creation elapsed time by 50%, transport planning effort
by 30% and improve transport network resources utilization by 10-20%,
increasing Telefónica's overall speed to market for new services.

The introduction of automation systems is essential in order to deliver
a high quality of service to customers while making best use of network
resources. Cramer and IBM have provided a solution that supports
efficient, rapid network planning and design.

"The challenge for Tier1 carriers today is to achieve economies of scale
in their existing operations that allow them to divert network and staff
resources to areas of growth. The deployment of more standard,
enterprise-wide, operations support platforms is the key to our Network
Lifecycle Management approach. The process usually begins with projects
addressing one or two immediate needs, but carriers are increasingly
selecting solutions and suppliers with the technology and credentials to
achieve excellence across their operations" said Carlos Tapia, European
Network Lifecycle Management leader, Associate Partner in IBM Business
Consulting Services.

"Carriers embarking on major transformation initiatives need proven,
robust solutions to enable massive change," said Guy Dubois, President
and CEO, Cramer. "Our work with Telefonica demonstrates how Cramer and
IBM can accelerate change programmes, reducing time to revenue for new
service offerings."
