CITGO Announces New Leadership

HOUSTON, Feb. 25, 2005 --- CITGO Petroleum Corporation's new chairman Alejandro Granado today announced that Félix Rodríguez has been named president and CEO of CITGO, replacing Luis Marín, effective immediately. Other new members of CITGO's board of directors include Rodríguez, Bernard Mommer, Eudomario Carruyo, Juan Carlos Boue and Asdrúbal Chávez.

"I have been meeting with Luis Marín and other senior staff members to assure that CITGO's day-to-day operations will be unaffected," said Rodríguez. "Our customers will continue to receive the excellent service for which CITGO is known.

"Furthermore, CITGO is an important asset for both Venezuela and the United States, and I want to assure our employees, marketers and consumers that we will continue to build on the company's past success," said Rodríguez. "Backed by PDVSA and its access to huge hydrocarbon reserves in Venezuela, I will ensure that CITGO remains a major player in the world's energy market."

Rodríguez, with more than 29 years of experience in the Venezuelan oil industry, has served as vice president of PDVSA since March 2004. Prior to that, he served as production director in charge of operations for western Venezuela. A graduate of the Universidad de Oriente with a degree in petroleum engineering, he also studied system analysis and management programs at Harvard and Columbia Universities.

CITGO, based in Houston, is a refiner, transporter and marketer of transportation fuels, lubricants, petrochemicals, refined waxes, asphalt and other industrial products. The company is owned by PDV America, Inc., an indirect wholly owned subsidiary of the national oil company of the Bolivarian Republic of Venezuela.
