BIO Announces Key Senior Staff Hires Chief Financial Officer Dr. Cathleen Enright to Lead Food & Ag Section



WASHINGTON--Biotechnology Industry Organization (BIO) President and CEO Jim Greenwood announced today two outstanding new hires to serve as part of BIO's senior management team.

Joanne M. Duncan will join BIO on November 21st as chief financial officer and vice president for finance and administration. A certified public accountant (CPA), Ms. Duncan has more than 20 years of accounting, managerial, and strategic planning experience in the nonprofit sector. Ms. Duncan comes to BIO after serving as senior vice president and chief financial officer (CFO) for the Credit Union National Association (CUNA) where she oversaw all aspects of the organization's financial management and its information technology department. Prior to joining CUNA, she was senior vice president of education programs, information technology, and strategic planning for America's Health Insurance Plans after having served as CFO with the Health Insurance Association of America. Ms. Duncan has a master's degree in taxation from George Mason University and is a Certified Association Executive.

"We are extremely excited to add Joanne to our management team," stated Greenwood. "Her two decades of financial and strategic expertise will allow BIO to maintain our track record of responsible financial stewardship."

Greenwood also announced that Dr. Cathleen Enright is joining the organization on November 7th as executive vice president, Food and Agriculture. Dr. Enright comes to BIO directly from the Western Growers Association (WGA) where she served as vice president for Federal Government Affairs.

Prior to her time at WGA, Dr. Enright spent 12 years working in government agencies. From 1995 to 2000, she served as a policy analyst at the U.S. State Department in the Office of Environment and Scientific Affairs where she negotiated treaties impacting agricultural trade including the Cartegena Protocol on Biosafety. Enright previously held the position of assistant deputy administrator of USDA's Animal and Plant Health Inspection Service (APHIS), managing a staff of 40 and serving as the chief negotiator for the resolution of the phytosanitary trade barriers. From 2006 to 2007, she was the deputy assistant U.S. trade representative where she led many trade policy initiatives that impacted the agricultural industry, including the Sanitary and Phytosanitary (SPS) chapter of the Korea Free Trade Agreement. She also served as the U.S. Representative to the World Trade Organization's SPS Committee.

Dr. Enright earned a PhD in biochemistry from the State University of New York and completed her post-doctoral training at The Johns Hopkins University School of Medicine.

"Her considerable experience in agricultural policy - as well as her scientific expertise - will be a tremendous asset for members of our Food & Agriculture Section.
