ASTM International Training Course on Phase I and Phase II Environmental Site Assessments



W. CONSHOHOCKEN, Pa., - Phase I and Phase II Environmental Site Assessments is the title of a three-day ASTM International training course to be held ten times during 2011.

Many companies offer training on these standards, but the ASTM course offers an opportunity to be trained by the organization that developed the standards. The latest version of the Phase I standard, ASTM E1527-05, and information on the U.S. EPA rule on All Appropriate Inquiry will be covered in this course. Recognizing the need for authoritative site assessment standards, ASTM pulled together environmental professionals, real estate and insurance professionals, lawyers and government representatives to develop its site assessment standards.

ASTM E1527, Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, is the national standard for conducting Phase I assessments and includes: historical records research of the subject property; site reconnaissance of the subject property; interviews with owners/occupants of the subject property; and documentation of findings and report preparation.

ASTM E1903, Standard Guide for Environmental Site Assessments: Phase II Environmental Site Assessment Process, focuses on:

- Proper planning and performance of Phase II investigations into Recognized Environmental Conditions (RECs);

- Learning various approaches used in the Phase II process to generate additional information regarding the identification and nature of potential contaminants associated with RECs identified during the Phase I and/or Transaction Screen Processes to assist in making informed business decisions concerning commercial real estate transactions; and

- Gaining an understanding of the level of knowledge necessary to satisfy the innocent purchaser defense under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and why due diligence is necessary.

The course cost is $1095 USD and includes copies of the Phase I and Phase II standards plus two additional ASTM standards related to Phase I for forestlands and the transaction screen, course notes, case studies and information about ASTM and Committee E50 on Environmental Assessment, Risk Management and Corrective Action.
