Press release date: February 16, 2006

Exton, Pa. - Feb. 16, 2006 - Bentley Systems, Incorporated today announced that the Washington State Department of Transportation (WSDOT) has selected Bentley as its primary provider of software for engineering and surveying practices.

WSDOT selected Bentley InRoads software to replace CAiCE as its primary transportation engineering software based on a statewide steering committee review. Integration and interoperability were key factors in choosing the new design platform.

"WSDOT is a long-time user of MicroStation and we wanted an integrated design and drafting solution, so the move to InRoads is really a natural progression that maximizes our investment in, and knowledge of, MicroStation," said Jon Bauer, computer-aided engineering manager, WSDOT. "We were confident InRoads would meet our needs because it is widely used in the industry - by other DOTs and many large consultants."

"Additional factors in our decision to move to InRoads," continued Bauer, "are Bentley's excellent track record of maintaining compatibility of legacy data as it introduces new technology and software, as well as its industry experience working with DOTs."

WSDOT's individual regions will make a gradual transition from CAiCE to InRoads, with the goal being to start all new projects in InRoads. Once WSDOT completes its transition to InRoads, it is anticipated there will be 150 to 200 concurrent users of the software statewide.

WSDOT has also opted to join the Bentley Enterprise License Subscription (ELS) program. "The ELS provides a cost-effective way for the DOT to manage its use of Bentley software and the transition to InRoads," said Bauer.

About Enterprise License Subscriptions

The Bentley ELS program grants organizations unlimited access to the entire ELS software portfolio for a fixed annual fee. The portfolio covers all the architecture, engineering, and construction (AEC) software needs of subscribers, providing building, plant, civil, and geospatial solutions and supporting a managed environment for their AEC IT.

The total coverage at a fixed, discounted price means that organizations can increase their productivity and reduce their total AEC software costs simultaneously. The unlimited access streamlines software administration and enhances organizational agility, while the annual term simplifies budgeting and accounting.

About the Washington State Department of Transportation

The Washington State Department of Transportation is responsible for maintaining 7,000 miles of highways and 3,300 bridges and tunnels, including the longest and widest of the world's first floating bridges. It also operates the state's most popular tourist attraction - the Washington State Ferries - with 26 boats that carry more than 24 million passengers annually.

In addition, WSDOT is a partner with Amtrak in providing the Amtrak Cascades passenger rail service connecting Seattle and other western Washington cities in the Vancouver B.C. and Portland, Ore. corridor. The department supports freight rail and aviation programs as well. For more information, visit www.wsdot.wa.gov.
