Pennsylvania's Transportation Secretary Allen D. Biehler, P.E. Named AASHTO President

(Washington DC) Allen D. Biehler P.E., Pennsylvania's Transportation Secretary, has
been elected as President of the American Association of State Highway and
Transportation Officials (AASHTO). Biehler served as AASHTO Vice-President until
being named President.

AASHTO Executive Director John Horsley said, "Secretary Biehler is well-known to the
state transportation community, particularly in his leadership within planning,
engineering, construction administration, and public transportation management. He has
also been a key leader in the development of AASHTO's authorization proposals."

Biehler has identified three emphasis areas for the association in 2009: authorization of a new federal surface transportation program; progressing to sustainability to address energy, security, and climate change; and launching the development of a multi-model freight strategic business plan. A detailed description of these emphasis areas can be found at http://downloads.transportation.org/2009emphasis.pdf.

AASHTO is a nonprofit, nonpartisan association representing highway and transportation
departments in the 50 states, the District of Columbia, and Puerto Rico.

It represents all five transportation models: air, highways, public transportation, rail, and water. Its primary goal is to foster the development, operation, and maintenance of an integrated national transportation system. AASHTO is the nation's premier organization setting transportation policy direction and transportation standards. At the present time, Biehler and AASHTO are focused three emphasis areas: authorization, sustainability, and strategic freight planning.

Currently, Biehler serves as President of the Northeastern Association of State
Transportation Officials and is a member of the Special Committee on Commissioners
and Boards. He is the former Chair of the Subcommittee on Design of the Standing
Committee on Highways.

"First and foremost, I want to thank [outgoing AASHTO President] Pete Rahn for his
years of service to AASHTO and the Sate of Missouri," stated Biehler. "I look forward to fostering the commitment to innovation, determination, and creativity that has been set forth by Pete Rahn."
