Northrop Grumman Selected to Develop, Implement the Wyoming Eligibility System

MCLEAN, Va. – The state of Wyoming has selected Northrop Grumman Corporation (NYSE: NOC) to provide and operate a new Web-based enterprise system for determining eligibility for Medicaid and the Children's Health Insurance Program (Kid Care CHIP) benefits.

The Wyoming Eligibility System (WES) will help the state meet requirements of the Patient Protection and Affordable Care Act (ACA), including mandatory expansion of the Medicaid program and the resulting larger enrollments.

Northrop Grumman was awarded a $29 million, four-year contract to design, develop, implement, operate and maintain WES, which will begin enrolling people Oct. 1. The company will also provide training and help desk services.

Using WES, enrollees can apply for services or benefits online. Staffers or automated processes will review applications and electronically request additional information or documentation when needed.

"Northrop Grumman is committed to benefit management modernization that helps our customers efficiently and effectively meet the requirements of health care reform and best serve their citizens. We are excited about being selected by Wyoming to implement this new Medicaid and CHIP eligibility system. We will provide Wyoming with an innovative solution that will help reduce costs, provide better information and improve care," said Amy Caro, vice president of health IT programs for Northrop Grumman.

An open-architecture, rules-based design that integrates easily with commercial products and other systems, WES will interface with external verification systems and other state systems, including the health insurance marketplace operated by the federal government for Wyoming residents. WES can also be easily tailored and expanded to meet changing needs.

"To enable Wyoming to realize its vision of an efficient, effective system that not only provides a citizen-friendly experience but also meets the new ACA requirements, Northrop Grumman based its WES solution on our proven, operational Avance™ architecture," said Beverly Roberts, director of state health and human services programs for Northrop Grumman.

Avance™ is a modular, Web-based, enterprise architecture developed by Northrop Grumman that can be customized and configured for individual customers. Avance™ streamlines complex eligibility processing across multiple programs to support ACA requirements.
