Frank Fee Elected Chairman of ASTM International Committee on Road and Paving Materials


W. CONSHOHOCKEN, Pa., January 21, 2010-ASTM International Committee D04 on Road and Paving Materials has named Frank Fee, technical support manager at NuStar Asphalt Refining, Media, Pa., as its new chairman. Committee D04 consists of approximately 700 members who oversee more than 200 ASTM standards related to construction and maintenance of highways and other transportation construction.

An ASTM International member for more than 35 years, Fee works on several D04 subcommittees and chairs D04.99 on Sustainable Asphalt Pavement Materials and Construction. In 1999, he was recognized with a D04 Award of Recognition for his contributions. He also works on Committee E60 on Sustainability.

A graduate of LaSalle University in Philadelphia, Pa., Fee's career has focused on asphalt paving materials and design. He worked as a lab and technical support manager at several asphalt and petroleum companies including Rife Petroleum, Charter Oil Corp., Elf Asphalt Inc., Koch Materials and CITGO Asphalt Co. before assuming his current role at NuStar in 2008.

In addition to ASTM International, Fee is a member of the Association of Asphalt Paving Technologists, the Transportation Research Board and chairman of the U.S. Department of Transportation Federal Highway Administration's Expert Task Group on Asphalt Mix.
