Press release date: October 31, 2005

Every movement has its leader. One who recognizes a need or a problem, takes up the cause, defines the issues, rallies support and in the end, makes an impact on society. When it comes to maritime cargo security, that leader is BROOKS.

BROOKS has been serving the security needs of businesses, utilities and government since 1863. The company specialized in developing and marketing innovative solutions to detect and deter theft, vandalism, sabotage, smuggling and terrorism.

Working in concert with the US Customs and Border Protection (CBP) Agency and the American Society of Tests and Measurement (ASTM) , BROOKS has spearheaded efforts that led the way to the establishment of ISO-17712, which specifies acceptable parameters for bolt and cable seals used for the security of cargo containers. The company is an active participant in C-TPAT (Customs - Trade Partnership Against Terrorism), and has assumed a leadership role in promoting awareness of recent CBP regulations regarding high security barrier seals.

C-TPAT members are expected to manufacture high quality security seals as an important part of a multi-layered security system that meet or exceed minimum standards for tensile strength, shear strength, bend and impact. Shippers, carriers and 3PLs who use C-TPAT compliant seals can expect priority treatment in offloading because their cargo is viewed as less likely to have been tampered with. As part of its commitment to provide uncompromising quality and security, BROOKS has its seals validated by an independent, ISO-Certified Testing Facility and will provide, on request, a Certificate of Compliance.

BROOKS was also instrumental in the formation of ISMA (International Seal Manufacturers Association) whose mission is to enhance the security of the global cargo supply chain. Chaired by Scott Kirk, BROOKS' Executive Vice President, ISMA's membership consists of the world's leading manufacturers of cargo security seals. The organization has drafted and adopted a best practices guideline, to which members are required to adhere as a condition of membership.

This 130-year-old international supplier of security sealing devices to the airline, retail, transportation, utility and money handling industries is parent to 12 subsidiary companies.
