ASTM honors Dr. W. James Bover with Sargent Award.

Committee honored Bover for his outstanding leadership and contributions to development of standards for petroleum industry. W. CONSHOHOCKEN, Pa., 9 January 2009-Dr. W. James Bover, business and controls advisor at ExxonMobil Biomedical Sciences Inc. in Annandale, N.J., has received the 2008 Lowrie B. Sargent Jr. Award from ASTM International Committee D02 on Petroleum Products and Lubricants. The committee honored Bover for his outstanding leadership and contributions to the development of standards for the petroleum industry.

Bover, who joined ASTM International more than 25 years ago, is a longtime member of Committee D02. He has served as chair and secretary of the main committee, and he currently acts as chair of the Coordinating Subcommittee on Interlaboratory Crosscheck Programs (D02.92) and as vice chair of the Coordinating Subcommittee on International Standards and Related Activities (D02.93). For his many contributions to D02 over the years, Bover has received the ASTM Award of Merit and title of fellow in 1997; the Sydney D. Andrews Scroll of Achievement in 2005; and the Committee D02 Award of Excellence in both 1993 and 2008. A member of the ASTM Committee on Standards from 1995-1996, Bover served on the ASTM board of directors from 1997-1999 and was chair of the Finance and Audit Committee in 2000.

After graduating from Clarkson University, Potsdam, N.Y., where he received an M.S. and his Ph.D. in analytical chemistry, Bover served in the U.S. Army as a signal corps officer and a technical intelligence analyst before joining ExxonMobil in 1978. His work at ExxonMobil has included analytical and environmental research and the design of laboratory quality assurance and control systems; he assumed his current role in 2005.

Outside of ASTM International, Bover is a member of the American Petroleum Institute (API), the American Society for Quality (ASQ), where he has earned the title of Certified Quality Auditor, and the International Organization for Standardization (ISO), where he has served as chair of ISO TC 28 on Petroleum Products and Lubricants since 2000.

ASTM International meets the World Trade Organization (WTO) principles for the development of international standards: coherence, consensus, development dimension, effectiveness, impartiality, openness, relevance and transparency. ASTM standards are accepted and used in research and development, product testing, quality systems and commercial transactions around the globe.
