ANSI Vice President Gary Kushnier Meets with Chinese Officials in Beijing



Returning from leading the American National Standards Institute (ANSI) delegation to the Pacific Area Standards Congress (PASC) 33 in Mongolia [see related news item], ANSI vice president of international policy Gary Kushnier visited Beijing on June 1-4, 2010, and met with several Chinese entities to further discuss areas of current and future cooperation.

Accompanied by ANSI's China program representative Bei Gu, Mr. Kushnier met with representatives of the Standardization Administration of China (SAC) to discuss expansion of the Standards Portal (www.standardsportal.org), as well as SAC's wishes to take on several committee secretariats of the International Organization for Standardization (ISO) that were being relinquished. Mr. Kushnier noted that ANSI and the U.S. National Committee to the International Electrotechnical Commission (USNC/IEC) were looking forward to the attendance of the Chinese delegation at the IEC 2010 General Meeting taking place in Seattle in October. Shi Baoquan, vice administrator of SAC, expressed his appreciation for efforts by ANSI and the USNC to facilitate the visa process for Chinese delegates.

During a meeting with the Certification and Accreditation Administration of the People's Republic of China (CNCA), attendees discussed the U.S.-China Conformity Assessment Project (China CAP), as well as the addition of conformity assessment information to the Standards Portal. In his meeting with officials of the China Electronics Standardization Institute (CESI), Mr. Kushnier expressed his thanks to vice president Zhang Hongtu for CESI's support of the ANSI Manufacturer Member Roundtable in China, and for administering the ISO/IEC JTC-1 study group on Digital Content Management and Protection. As the Institute has hosted guest researchers from CESI in the past, Mr. Kushnier indicated that ANSI would be pleased to host additional researchers in line with its International Guest Researcher Program (IGRP).

Mr. Kushnier also met with Wang Zhongmin, Ph.D., president of the China National Institute of Standardization (CNIS), and his staff leadership. ANSI acknowledged CNIS for their support of the Institute's Manufacturer Member Roundtable in China, and for their delegation's visit to ANSI in December 2009, during which they briefed many ANSI members on CNIS activities in the areas of standards and intellectual property and standards education. Dr. Wang stated that CNIS was prepared to send two guest researchers to ANSI later this year, and Mr. Kushnier reported that ANSI would be very pleased to welcome them in accordance with the IGRP.

To conclude his visit to Beijing, Mr. Kushnier met with Klaus Ziegler, chief representative and seconded European standardization expert for China. As Kushnier had once served as ANSI's representative in Brussels, they compared notes on their respective roles and how the ANSI-European relationship has evolved over the years, including over twenty years of the ANSI-European Standards Organizations' meetings.

"This was my first visit to Beijing in several years, and it was a very positive experience to meet with our Chinese counterparts, as well as Mr. Ziegler, to further ANSI's programs in China and to continue to improve our working relationships in the ISO and the IEC, among other areas," Mr. Kushnier reported. "Interaction at the personal level is most important in continuing and furthering our relationships in China."
