ANSI Manufacturer Member Roundtable Explores China RoHS Policy



On February 23, the American National Standards Institute (ANSI) Manufacturer Member Roundtable in China and the U.S.-China Business Council (USCBC) hosted a roundtable in Beijing to discuss proposed revisions to China's Restrictions on Hazardous Substances (RoHS) policy.

China notified the World Trade Organization (WTO) in October 2010 of proposed revisions to legislation guiding its use of toxic and hazardous materials in electronic and electrical products. [see related news item] Noteworthy revisions to the draft policy, Administrative Measures on Control of Pollution Caused by Electronic and Information Technology Products, include altering definitions of affected substances and products, as well as changes to disclosure requirements. The policy would become a national recommended standard for voluntary certification, with a variety of incentives available for products that meet or exceed the standard.

RoHS Translation

As a benefit to full ANSI members, the ANSI Manufacturer Member Roundtable published an English translation of the Chinese document, Measures for the Administration of the Pollution Control of Electronic or Electrical Products.

The ANSI Manufacturer Member Roundtable in China provides a forum for ANSI full member manufacturing companies to discuss challenges and strategies, exchange information across industry sectors, and provide perspectives on issues that affect their ability to do business in China. Since its formation in 2009, the Roundtable has been actively engaged in the issue of China's RoHS. The topic has been a focal point of several roundtable meetings, including a special session in August 2010 with officials from China's Ministry of Industry and Information Technology (MIIT) and the China Electronics Standardization Initiative (CESI).

The February 23 roundtable event featured speakers from Chinese government agencies and groups involved with the RoHS implementation, including the Ministry of Industry and Information Technology (MIIT), the Certification and Accreditation Administration (CNCA), and the China Electronics Standards Institute (CESI). Panelists from IBM, Intertek, Dell, and IPC led a discussion of industry's experiences with China RoHS policy and presented their perspectives on best practices in standards policies related to the control of polluting substances.
