ANSI Events in China Focus on Conformity Assessment Issues, RoHS, and Intellectual Property
Staff of the American National Standards Institute (ANSI) traveled to China recently for a series of events focusing on priority issues such as conformity assessment, Restrictions on Hazardous Substances (RoHS) regulations, and intellectual property rights.
The U.S.-China Conformity Assessment Project (China CAP) held its second roundtable meeting on August 27, 2010 in Ningbo, China. The China CAP is a project of the U.S. Department of Commerce with the Certification and Accreditation Administration of China (CNCA), supported by ANSI and the U.S.-China Business Council (USCBC). The initiative aims to facilitate a series of roundtable discussions with U.S. and Chinese industry, government, and conformity assessment practitioners to address concerns expressed by U.S. companies. The Ningbo roundtable discussion followed the initiative's first meeting, which was held on July 9, 2010, in Beijing. [see related news item] The meeting brought together representatives of ANSI, USCBC, and several members of the U.S. business community, where they addressed various aspects of the China Compulsory Certification (CCC) program. Attendees discussed follow-up items from the first roundtable meeting, including specifics of the certification process for CCC, how CNCA works with other agencies to implement the CCC program, and how companies can become more engaged in the CCC technical committees.
During the same trip, ANSI held a special session of the China Manufacturer Member Roundtable dedicated to a discussion of the China Restrictions on Hazardous Substances (RoHS) regulation. Held on August 23 in Beijing, this special session allowed for member company representatives to have a face-to-face discussion with officials from the Ministry of Industry and Information Technology (MIIT) and China Electronics Standardization Institute (CESI) regarding a draft of the "Administrative Measures on Control of Pollution Caused by Electronic and Information Technology Products." Finally, members of ANSI's Intellectual Property Rights Policy Committee (IPRPC) met with the China National Institute for Standardization (CNIS) to discuss comments submitted by the IPRPC in response to CNIS' notice of a draft rule regarding the use of intellectual property in standards. During a full-day event on September 3, ANSI, U.S. company representatives, and CNIS officials discussed the draft ruling and specific issues cited in the IPRPC's comments.
